Appointment Type: This is a Permanent Exempt (PEX), Full-Time position with an anticipated duration of up to three (3) years. This position is excluded by the Charter from the competitive civil service examination process and incumbents are considered “at will” and shall serve at the discretion of the Appointing Officer.

The Port’s Engineering Division is recruiting for two (2) 5502 Project Manager I positions.

The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

The Port of San Francisco has many internationally recognized landmarks such as Fisherman’s Wharf, Pier 39, the Exploratorium, the Ferry Building and Oracle Park, home of the San Francisco Giants baseball team. Engineering Division 

The Engineering Division provides project and construction management, engineering design, facility inspection, contracting, code compliance review and permitting services for all the Port’s facilities, including piers, structures, buildings, cranes, utilities, public and private areas, development projects, streets and walkways. The Engineering Division assists and coordinates with other City departments to ensure an appropriate transition between the City and Port jurisdiction.  

The Port is working on many complex marine-related and infrastructure projects, requiring additional staff support through all phases of project delivery. The Port’s Engineering Division is growing its project management capabilities to meet this need. The Project Manager I will support execution of projects in the Port’s backlog.  

Job Description

5502 Project Manager I, Engineering, Project Management 

This position will be responsible for overseeing scope, budget, and schedule for construction project design, and advertising for construction contracts, typically totaling between $5 to $30 million worth of projects. 

The Project Manager’s duties include: 

  • Managing multiple projects at a time with different clients, funding sources, schedule drivers, and scopes of work, rather than one single project.  
  • Managing the Port projects from planning through construction or implementation.  
  • Establishing project structure and defining the project goals and objectives. 
  • Establishing roles and responsibilities, identifying project stakeholders, ensuring accountability, managing scope and changes. 
  • Building and monitoring the project schedules and budgets, identifying and alerting stakeholders to risks, and monitoring project progress for successful delivery.  
  • Coordinating the project teams with city agencies, stakeholders, internal technical staff, consultants and contractors when utilized to deliver projects to high standards and achieve the Port goals. 
  • Communicating between the design team, stakeholders, regulators, and review boards. 

Example projects include Pier 26 Fire Water Pipe, Pier 96 Crane Demolition, Pier 40 North Guest Dock and Apron Repairs, Pier 50 Shed Electrical Improvements. 

5502 Project Manager I, Engineering, Construction Contract Administration 

This position will be responsible for supporting the Port Engineering Division’s Project Management Office and Construction Management groups to prepare, advertise, and award, and manage construction contracts.  

The Project Manager’s duties include: 

  • Managing construction contract bid preparation, advertisement, and award processes and schedules for multiple projects with different clients, schedule drivers, and scopes of work. 
  • Planning, directing, and guiding staff on the appropriate contracting vehicles for intended procurement actions including design-bid-build, best value, and CM/GC contracts. 
  • Developing and preparing construction contract documents, administering construction contracts and procurements, reviewing contract documentation to ensure compliance with mandated requirements; hosting bid openings; awarding contracts.
  • Overseeing contract administration activities.
  • Resolving bid protests, claims and disputes; 
  • Coordinating the project teams with city agencies, stakeholders, internal technical staff, consultants and contractors when utilized to deliver construction contracts for projects to high standards and achieve the Port goals. 
  • Researching, analyzing and evaluating new service delivery methods and techniques; 
  • Implementing the procurement procedures, guidelines and practices in accordance with the City Administrative Code;  
  • Ensuring compliance with federal, state, and local laws and regulations as well as various funding agencies requirements. 
  • Performing related duties as assigned. 

Qualifications

  • Bachelor's degree in architecture, engineering or planning plus four (4) years of responsible architectural, engineering or construction management experience, OR
  • Bachelor's degree in another field plus six (6) years of responsible experience in a field directly related to the project, OR
  • Eight (8) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
  • California registration as professional engineer or architect.

License 

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment. 

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

The ideal candidate will have: 

  • Strong time management and organizational skills; 
  • Familiarity with marine structures. 
  • Experience in establishing project parameters, confirming the scope of work, budget, schedule, and monitoring project scope, schedule, and budget during project execution. 
  • Knowledge of methods and techniques of procurement and contract writing. 
  • Knowledge of principles and practices of budget preparation and administration. 
  • Knowledge or familiarity with the City and County of San Francisco Administrative Code Chapter 6. 
  • Experience with various types of construction contracts, such as design-bid-build, CM/GC, and best value contracting.
