Job Description:

The Oregon Department of Emergency Management (OEM) is excited to announce a new opportunity for a Disaster Recovery Program Manager (Operations and Policy Analyst 4) to join our team! We welcome you to join us today!

 

The Department currently has an opening for one full-time Disaster Recovery Program Manager (OPA4) within the Response and Recovery Operations Section of OEM in Salem, Oregon. This is a full-time, permanent position for management services. This position has the opportunity to work remotely and supports a hybrid (work from home/in office) work schedule. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time.

 

The Disaster Recovery Program Manager leads OEM’s statewide recovery operations and directs the development, implementation, and enhancement of programs that strengthen Oregon’s capacity to recover from disasters. This position serves as a senior policy advisor to executive leadership on recovery policies, programs, and legislation, driving large-scale organizational improvements at the policy level across multiple state agencies and jurisdictions to improve the delivery of state recovery services. As a member of the agency’s management team, this position provides daily oversight of Recovery Programs and serves as a key advisor to the Director of Response & Recovery Operations, Deputy Director, and OEM Director.

 

This role is responsible for shaping and executing core recovery frameworks, including the Oregon Disaster Recovery Plan, the State Recovery Action Plan (SRAP), and the activation of the Inter-agency Strategic Recovery Team (ISRT). The Program Manager oversees the advancement of State Recovery Functions (SRFs) through coordinated planning, training, exercises, and operational initiatives. During disaster activations, the Program Manager assumes a leadership role in directing state and federal assets to ensure organized, efficient, and coordinated recovery operations. When designated, the Program Manager may serve as the State Coordinating Officer (SCO) or State Disaster Recovery Coordinator (SDRC), or supervise others in these roles, managing the request and administration of FEMA assistance, including Public Assistance and Individual Assistance Programs. Oversees high visibility programs and projects of significant interest to the Governor’s office, state legislature, inter-agency and inter-governmental partners, and multiple stakeholder groups.

 

This position works closely with federal partners such as FEMA, as well as state agencies, county governments, tribal nations, local jurisdictions, and non-governmental organizations. The Program Manager fosters strong relationships with stakeholders including SRF and Emergency Support Function (ESF) partners, and ensures that program materials, policies, procedures, and guidance are continuously refined to improve coordination and enhance the state’s recovery capabilities.

 

 

General duties:

 

· Coordinates Recovery Functions (SRF), Voluntary Agency Liaison (VAL), and Individual Assistance (IA) programs—to ensure coordinated engagement across federal, state, tribal, county, and local communities during all phases of emergency management.

· Develops and manages strategic and project plans. Defines scope, schedule, budget, and milestones; tracks deliverables and performance metrics to assess progress and adjust tactics.

· Provides expert policy and program advice to agency leadership, recommending innovative implementation methods and improvement strategies that enhance statewide recovery systems.

· Develops standards and procedures for integrating new recovery services and modernizing service delivery across agencies.

· Provides leadwork to program staff, including assigning tasks, evaluating performance, offering feedback, and supporting recruitment efforts.

· Directs policy development for statewide disaster recovery programs, including new or pilot programs, ensuring alignment with state and federal regulations, legislative mandates, and strategic recovery goals.

· Advises senior leadership on disaster recovery policy strategies and legislative positions, producing high-impact work products of strategic interest to the Governor, legislature, and key stakeholders.

· Leads strategic multi-agency planning and collaboration to shape unified state disaster recovery policy, advancing innovative solutions that enhance resilience, equity, and operational efficiency.

· Leads coordination of recovery operations among state agencies, local governments, and federal partners to ensure unified response and recovery efforts.

· Functions as the State Coordinating Officer (SCO) or State Disaster Recovery Coordinator (SDRC) when designated; supervises staff performing these roles during multiple emergencies.

· Designs and implements long-term recovery strategies, including funding proposals, infrastructure restoration plans, and community resilience programs.

· Supports the State's Emergency Coordination Center and Recovery Coordination Center, when activated and assigned.

What do you need to qualify? 

Minimum Qualifications:

A Bachelor's Degree in Emergency Management, Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work related to emergency management. OR; Any combination of emergency management experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

· The salary listed is the non- Public Employee Retirement Systems (PERS) qualifying salary. If the successful candidate is PERS qualifying, the salary will reflect the 6.95% increase.
