Job Description:

The Oregon Health Authority (OHA), Medicaid Division, Workforce Development, Equity and Administrative Services unit in Salem, Oregon has a fantastic career opportunity for an Administrative Workforce Specialist (Administrative Specialist 1) which provide routine administrative and logistical support to the Workforce Development, Equity, and Administrative Services Unit within the Medicaid Division.

This is a full-time, permanent, classified position which is represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.

What will you do?
The Workforce Development, Equity and Administrative Services unit within the Medicaid Division focuses on strategic workforce development and engagement. Its responsibilities include equitable hiring, retention, training, and various core administrative services functions including but not limited to facilities management, equipment management, small procurement, travel coordination, and records management.

In direct consultation with Division leadership, this unit sets the direction of ensuring Medicaid Division has strategic alignment and coordination of equitable workforce recruitment across all teams/sections/ units, including Human Resources, Equity & Inclusion, Budget, Government Relations, and the Director’s Office, as well as with the state’s Department of Administrative Services (DAS).

        

This unit provides expertise, technical assistance, design input, and oversight to ensure that workforce development and administrative services functions are compliant with established policies, objectives, program priorities or applicable laws, rules, and regulations.

The purpose of this position is to provide routine administrative and logistical support to the Workforce Development, Equity and Administrative Services Unit within the Medicaid Division. This includes assisting with key processes such as recruitment, onboarding, offboarding, records and access tracking, coordination of hiring activities, maintaining contact lists and schedules, and supporting employee workspace readiness. The position ensures timely and accurate completion of operational tasks that contribute to smooth internal workflows, equitable employee onboarding experiences, and efficient administrative services infrastructure across the Medicaid Business Office.

Minimum Qualifications:

Two years of secretarial or basic administrative support experience that includes records processing, generating documents, and gathering and sorting data; OR

An associate degree in general office occupations and one year of experience with records processing, generating documents, and gathering and sorting data; OR

An equivalent combination of education and experience.

Desired Attributes:

  • Demonstrated experience and skill in providing excellent customer service, working collaboratively in a team setting, and engaging diverse groups and individuals from a person-centered perspective. 
  • Demonstrated experience supporting meeting coordination, planning tools, and documentation to assist with collaborative planning, communication, and decision-making. 
  • Ability to explain and offer basic guidance and technical assistance on agency procedures, forms, and administrative policies within established frameworks. 
  • Ability to maintain confidentiality of agency records and a willingness to learn agency programs, operations, policies, and procedures. 
  • Knowledge of health services delivery systems, particularly the Oregon Health Plan/Medicaid administration in Oregon. 
  • Knowledge of policies, processes, and procedures related to internal business operations. 
  • Knowledge of quality assurance and continuous process improvement procedures, including experience supporting auditing processes to ensure accuracy and compliance. 
  • Ability to demonstrate proficiency in Microsoft Excel, Word, Outlook, and use of collaboration tools such as Microsoft Teams, SharePoint, and Smartsheet.

Working Conditions:

The work of this role may be conducted remotely with full access to the needed operating systems and technology. There are times that the work will need to be conducted onsite.
