Job Description

Montgomery College has an immediate opening for a Director of Grants and Sponsored Programs. This is a grade 37, exempt position.  This position is located at Central Services, Rockville.  Montgomery College (MC) promotes and creates a working and learning environment rooted in the basic tenets of fairness, belonging and inclusiveness.

The Director of Grants and Sponsored Programs (Director) is an administrative position responsible for leading the Office of Grants and Sponsored Programs. Reporting to the Associate Senior Vice President for Advancement and Community Engagement (ASVP), the Director is responsible for submitting federal, state, and local grant proposals as well as providing grants management and compliance support for funded applications. The Director serves as the Senior Sponsored Programs Officer with final review authority on behalf of the College President for the development and submission of public grants and related sponsored programs’ materials. This position works closely with senior leadership in setting and carrying out the strategic grant funding priorities of the College and serves on internal and external committees and boards as directed by the ASVP.

Duties include but are not limited to:

  • Responsible for crafting, articulating, and managing the College’s institutional strategy, development, and implementation of public grants.
  • Identifies and evaluates public grant funding opportunities and ensures alignment with strategic priorities and financial objectives.
  • Serves as the key facilitator and point of contact to the Grants Governance Committee on all planned federal and state grant submissions.
  • Monitors federal and pubic legislation and related activities in anticipation of funding shifts and opportunities.
  • Provides oversight and guidance in executing sponsored programs activities, and ensures compliance with federal and state regulations.
  • Submits all publicly funded grant proposals and reviews and approves all federal, state, and municipal grant submissions.
  • Serves as the primary interface with federal, state, and local grant program officers.
  • Negotiates, facilitates, and secures necessary approvals and agreements from senior leadership of the College.
  • Creates, leads, facilitates, and sustains critical partnership agreements memorandums of understanding, and letters of commitment from key grant participants to achieve specific sponsored program objectives, and ensures continued grants success.
  • Supervises, evaluates, mentors, and guides grants and sponsored programs’ staff.
  • Prepares strategic and annual unit plans including annual operational budgets, and grants and sponsored programs’ budgets.
  • Responsible for understanding and ensuring compliance with relevant collective bargaining agreements – ensuring employees are led, managed, and supervised in accordance with relevant agreement. May be required to participate in employee and labor relations activities such as collective bargaining negotiations, grievance and discipline hearings, labor and management committees, and governance councils.
  • Performs other duties as assigned.

Required Knowledge, Skills, and Abilities

  • Advanced knowledge of public grants.
  • Demonstrated knowledge and expertise with federal, state, and county operations and agencies as they relate to funding, grants, and sponsored programs.
  • Strong and demonstrated knowledge of grant regulations and compliance, including Uniform Guidance for federal awards.
  • Comprehensive understanding of college policies, procedures, mission, and goals.
  • Ability to build relationships and work collaboratively with key stakeholders within and outside of the institution.
  • Ability to effectively communicate both verbally and in writing.
  • Ability to write grant proposals and build multi-year, multi-million-dollar budgets.
  • Ability to manage and supervise employees to successfully accomplish goals and objectives.
  • Proficient in MS Office applications, specifically MS Word and Excel, and funding agency application and reporting portals.

Required Qualifications:

  • Bachelor’s degree in grants management, business administration, higher education administration, public administration, communications, or related discipline.
  • At least five years of experience in grant development, grants management, sponsored programs administration and compliance.
  • At least three years of supervisory experience.
  • At least three years of experience overseeing grant compliance activities.
  • Significant demonstrated experience in developing multi-million-dollar, multi-year public grant budgets.
  • Demonstrated knowledge of the Uniform Guidance, and ability to effectively translate federal regulations into the day-to-day oversight and management of a multi-million-dollar public grants funding portfolio.
  • Demonstrated ability to successfully facilitate cross-divisional and cross-departmental team meetings for the purpose of grant development and implementation activities.
  • Strong interpersonal communication and presentation skills.
  • Demonstrated success in crafting compelling needs statements and cases for support.
  • Ability to effectively use current and emerging technologies to streamline grant development activities with increased accuracy and efficiency.
  • The equivalent combination of education, training, certification and/or experience that provides the required knowledge and expertise to perform the essential functions of the job may be considered.
  • Eligible applicant must currently be authorized to work in the United States and not require employer visa sponsorship.

Preferred Education and Experience

  • Master’s degree preferred.
  • At least three years of higher education grant development and grants management experience preferred.

Hiring Range: $114,539 – $157,500 annually.  Initial salary placement is based on candidate experience and internal equity.  The maximum salary for this position is $200,472.  Please include a complete resume including all relevant and related work experience.
