Pay Range
$325,560 - $414,984 Annually
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Job Description

We have an opening for an Environmental Restoration Department (ERD) Department Head to provide leadership, oversight, and management of a multidisciplinary staff of scientists, engineers, technicians, and other professionals associated with conducting environmental characterization, analysis, and restoration in accordance with CERCLA, RCRA, and Federal Facility Agreement requirements to facilitate the success of the Laboratory environmental restoration programs. This position reports to the Infrastructure & Operations (I&O) Associate Director within the Operations & Business Principal Directorate and will participate in making decisions that will influence activities throughout the I&O Directorate.

This position requires an on-site presence due to the nature of the work.

You will 

  • Provide overall leadership and direction, scientific and technical oversight, and personnel administration to fulfill LLNL responsibilities for environmental restoration and environmental technology development under NNSA contract DE-AC52-07NA27344 with LLNS.
  • Ensure programmatic work, regulatory compliance activities, budget management, and other ERD functions are conducted effectively and efficiently to meet all ERD programmatic and regulatory deliverables and milestones.
  • Manage an estimated $25M-$35M annual budget and multidisciplinary staff of about 90 employees.
  • Direct and lead the strategic planning; oversee all aspects of business, data, and field operations; ensure program performance; provide environmental restoration expertise to LLNL missions and programs; and maintain and cultivate vital relationships with Department of Energy (DOE) Livermore Field Office (LFO), sponsors at DOE/NNSA and DOE/EM, and federal and state regulatory agencies.
  • Oversee the Department’s performance management and salary management, and direct hiring and recruiting activities, which encompass career development of ERD employees to ensure their success, as well as succession planning.
  • Interface and collaborate with other Departments, as well as all organizations across the Laboratory to ensure effective integrated safety management performance, work control processes, technical collaborations, and to establish and enhance effective partnerships and relationships with LLNL’s customers and stakeholders.
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in physical or life science, engineering or a closely related scientific or technical field or the equivalent combination of education and related experience.
  • Extensive experience and in-depth knowledge of CERCLA regulations and processes, including CERCLA document preparation and State of California reporting requirements.
  • In-depth knowledge of groundwater remediation projects and soil removal actions under CERCLA and State of California regulations.
  • In-depth knowledge of DOE orders, national standards, environmental laws, regulatory agency rules and regulations, and compliance issues as applied to environmental restoration.
  • Extensive experience managing large-scale budgets, applying technical knowledge to develop detailed resource-loaded schedules, and reporting project progress within an Earned Value Management System, and developing out-year budget requests and environmental liability risk management plans.
  • Extensive experience and expert technical skills leading, managing, and directing scientific/technical programs. Proven ability to deliver programmatic results on time and budget.
  • Expert communication, facilitation, collaboration, and problem-solving skills necessary to direct a moderate-sized organization, lead innovative research, build cooperative multi-disciplinary teams, and interact with and advise management and customers/sponsors internal and external to the Laboratory.
  • Extensive experience in performance management and supervision of department staff and managers, including performance issues, career development, annual performance appraisals, and salary management.
  • Extensive experience creating and sustaining productive relationships with sponsors, DOE and other federal agencies, stakeholders, customers, and the public.
  • Proven ability to maintain a strong safety and security culture in the workplace as a priority, while meeting institutional requirements.

This is a Career Indefinite position, open to Lab employees and external candidates.

Why Lawrence Livermore National Laboratory?

Site 300

Site 300 is an experimental test site operated by LLNL.  Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship. 

Pre-Employment Drug Test

External applicant(s) selected for this position must pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Per the Department of Energy (DOE), Lawrence Livermore National Laboratory must meet certain restrictions with the use and/or possession of mobile devices in Limited Areas. Depending on your job duties, you may be required to work in a Limited Area where you are not permitted to have a personal and/or laboratory mobile device in your possession.  This includes, but not limited to cell phones, tablets, fitness devices, wireless headphones, and other Bluetooth/wireless enabled devices.  

If you use a medical device, which pairs with a mobile device, you must still follow the rules concerning the mobile device in individual sections within Limited Areas.  Sensitive Compartmented Information Facilities require separate approval. Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
