Skills
- Direct DoD contracting experience at GS-1102-12 level or equivalent
- Working knowledge of ECWM, CON-IT, FPDS-NG or similar electronic contracting systems
- Familiarity with FAR and DFARS requirements
- Process mapping and business process management skills
- Experience with Agile development practices in government environments
- Data analytics familiarity for performance measurement
- Training development and delivery experience
- Strong stakeholder engagement and communication skills
- Active Secret or IT-II Non-Critical Sensitive security clearance
Responsibilities
- Serve as primary business process expert and technical advisor for DoD contracting within the ECWM environment
- Provide high-level functional systems analysis, design, integration, documentation, and implementation guidance
- Bridge development teams and DoD contracting stakeholders to align software solutions with FAR, DFARS, and agency requirements
- Analyze complex contracting workflows and map processes to system capabilities
- Support system integration, testing, deployment, and change management activities
- Develop training materials and conduct end-user training and adoption support
- Collaborate with analytics and performance teams to define measurement frameworks and reporting needs
- Ensure compliance with procurement regulations and contribute to continuous process improvement
Education
- Bachelor's degree in Business Administration, Public Administration, Acquisition Management, or related field (required)
- Advanced degree in a relevant field preferred
