Engineering Services Manager I - Stormwater Capital Manager, Public Works

Job Summary

The Engineering Services Manager I – Stormwater Capital Manager position is housed in the Public Works Clean Water Division. The position reports to the Infrastructure and Assessment Services Manager, and is part of the division’s core management team.

Primary responsibilities include overseeing sub-basin-level stormwater retrofit evaluations, expanding and updating the county’s stormwater capital planning processes, developing and implementing 6-year and 20-year Stormwater Capital Plans, contracting for professional services, and serving as client/coordinator for Clean Water division capital project delivery.

This is a mid-management position and may include supervision of 1-3 employees within the Infrastructure and Assessment Services section of the Clean Water Division.

The position leads and coordinates capital planning teams and works closely with project-delivery teams. Daily work includes communicating and coordinating with a range of internal and external stakeholders and team members consisting of scientists, engineers, grant coordinators, financial analysts, contracted consultants, GIS staff, capital project managers, stormwater maintenance staff, outreach specialists, and members of the county’s Clean Water Commission.

The Stormwater Capital Manager represents the Clean Water Division at meetings and hearings before the public, Clark County Council, Clark County Planning Commission, Development Engineering Advisory Board, and Clean Water Commission.

The position may also assist with stormwater maintenance program development and oversight, or other duties as assigned.

This position offers a hybrid remote work schedule, however, the candidate selected must reside in either Washington or Oregon. No exceptions.

Qualifications

Education and Experience: 

  • Graduation from an accredited college or university with major course work in civil engineering, transportation, geology, planning, biology, environmental science, or any other discipline applicable to the requirements of the position; and three (3) years related professional experience.

License or Certificate:

  • Possession of, or ability to obtain, a valid driver’s license required.
  • Any combination of experience and training that would likely provide the required knowledge and abilities will be considered.

Knowledge of:  The principles and practices of public sector organization and program operations;  project management, including planning, scheduling, monitoring, and problem solving; methods and procedures of budget development, justification, and control; application and interpretation of County, state and federal laws and regulation relevant to the program area;  departmental policies and procedures, trends and practices within the specialized area.

Ability to: Delegate responsibility and authority; carry out policy directives of the governing authority in an effective and timely manner; establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors, and other County staff; communicate and express ideas effectively ‑ orally and in writing.

An ideal candidate will have: Experience working with GIS and databases; excellent organizational and project management skills; broad understanding of stormwater systems and BMPs; the ability to read and interpret stormwater engineering plans; experience working with and leading multi-disciplinary teams; a history of successful relationship-building and; strong working knowledge of municipal stormwater permit requirements and compliance.

Oral Interview - The interview will be job related and may include, not limited to, the qualifications outlined in the job announcement.  Top candidate(s) will continue in the process.

Employment references will be conducted for the final candidates and may include verification of education.

It is general policy of the County that new employees should be hired at the lower steps of the applicable range and advance through the range at the normal progression.

Examples of Duties

Education and Experience:

Plan, organize and manage the programs, services and activities of the assigned section; develop and implement new elements of assigned programs.

Define or assist in defining program goals and objectives; establish methods and means of accomplishing program objectives; implement policies and procedures.

Identify, research and analyze trends within the assigned programs; develop and modify procedures.

Assist in developing, preparing and administering County budgets and contracts with outside agencies and other governmental agencies; review and interpret program guidelines and requirements.

Prepare reports on program performance, needs, services information, and demographic data; contribute to and insure the evaluation of program performance.

May prepare grant proposals, monitor grant expenditures and grant reporting requirements.

Coordinate activities with those of other related departments or agencies; negotiate and resolve significant and controversial issues.

May represent the department and act as spokesperson on various committees; before the public, elected officials, other governmental and regulatory agencies, and commissions.

Conducts field trips to inspect land and construction sites.

Performs other related duties as assigned.

Retirement Information

All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
