The New York City Housing Authority (NYCHA)’s Office of Resident Economic Empowerment & Sustainability (REES), situated within NYCHA’s Department of Resident Services, Partnerships, and Initiatives (RSPI), is charged with working to develop, and implement programs, policies, and collaborations to measurably support residents increased economic opportunities with a focus on asset building, employment, advancement, adult education and training, and business development.
NYCHA has implemented a Zone Model approach, which leverages NYCHA’s and partner resources to expand economic opportunity for public housing residents through place-based service coordination. Through this approach, REES enables NYCHA to (1) Generate more economic opportunities for NYCHA residents and NYCHA neighborhoods, while strategically investing and leveraging NYCHA’s spend; (2) Provide a more comprehensive economic empowerment platform with additional capacities around financial literacy, asset building and business development; (3) Reduce the duplication of services – better investing limited resources; (4) Enable NYCHA to be a better partner to community-based organizations, government agencies, philanthropies, community colleges, schools, employers and other key stakeholders; and (5) Drive more resources and investment into public housing neighborhoods.
NYCHA REES seeks a dynamic Recruitment Coordinator to be a part of its Job Generation Team. The Job Generation Unit supports NYCHA vendors and other employer partners with resident hiring, job training, and other economic opportunities in connection with Section 3 and other NYCHA hiring commitments. The team engages NYCHA residents, Resident Leaders and other internal and external stakeholders--connecting interested residents to upcoming Section 3 and other economic opportunities. The Recruitment Specialist will report to the unit Supervisor.
Key responsibilities include but are not limited to:
1. With oversight, coordinate hiring activities for a portfolio of projects with hiring requirements at the pace in which contracts are procured and/or approved by NYCHA's Board.
2. Utilize standard procedures, tools and protocols to track contractor's performance/tasks related to the recruitment and fulfillment of job orders. Communicate with contractors/employers to assess hiring plans and clearly defined performance expectations.
3. Attend pre-start meetings, progress meetings and pre-construction meetings with various Administering Departments and maintain updates on relevant project trends and performance
indicators.
4. Work with the Intake and Outreach team to source and pre-screen NYCHA residents for employment opportunities; schedule offsite information sessions in connection with projects; and
provide follow up communication with residents referred to job orders.
5. Perform timely follow-ups with contractors/employers to assess the outcomes of resident referrals and determine need for additional referrals.
6. Perform daily data entry on job orders, job referrals and dispositions, progress notes and call outcomes in all required databases. Ensure that hard copy project folders have proper
documentation.
7. Maintain ongoing progress reports and regular project deliverables on key projects.
8. Foster relationships with community partners, elected officials, advocates and NYCHA residents to effectively communicate NYCHA employment and/or economic opportunities through job generation activities. Represent REES at external events and meetings, including evening meetings, with NYCHA and external stakeholders as appropriate.
9. Under the guidance of the Assistant Director and Manager, assist in the structuring of strategic plans for special job generation projects as assigned.
10. Collaborate with the Adult Education and Training unit on the NYCHA Resident Training Academy (NRTA), specifically helping to inform curriculum and sourcing job placement
candidates from a qualified graduate pool.
11. Collaborate with the Zone Coordination unit to connect residents to economic opportunity resources through the use of the Non-NYCHA Referral System and candidate referral for Zone Partner recruitment activity. Collaborate to source qualified candidate through the Zone Partner network, document referrals appropriately and provide follow up.
12. Participate in job generation and sourcing activity led by external partners such as the Workforce 1 Career Centers.
