The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. DYCD is seeking a Director with a strong background in managing adult basic education and high school equivalency programs and immigrant services related programs. The Director is expected to work with the entire Literacy and Immigrant Services team to monitor and analyze the longitudinal performance of CBOs and apprise senior management concerning performance issues and recommendations to improve it. Under the supervision of the Senior Director, with wide latitude for independent judgement and initiative, The Director will lead the Literacy and Immigrant Services programs and oversee the CBO contracts under the portfolio. In addition, the Director will represent DYCD in the City’s various efforts to promote poverty alleviation, work to enhance DYCD’s profile in the field as a Community Action Agency, and will coordinate campaigns and special events, make public presentations, etc.
Specific duties of the Director include the following:
- Provide direct supervision to assigned staff engaged in contract management, development, and monitoring of assigned contracts and make sure they receive effective oversight.
- Review site visit reports prepared by program managers and ensure these and other contract monitoring instruments are completed and issued in a timely and efficient manner.
- Accompany program managers conducting on-site programmatic and administrative visits to CBOs during program hours (may include weekends and evenings).
- Review budgets, programmatic and contract documents for final approval.
- Coordinate with ACCO, Fiscal, and other DYCD departments the flow of contract development.
- Ensure that Corrective Action Plans are completed and addressed in a timely manner.
- Monitor each CBO’s program design, work scope and other documentation and procedures to ensure they remain aligned with the stated programmatic goals and objectives as per the Request for Proposal and contract.
- Provide technical expertise for contract negotiations and development as well as targeted assistance to underperforming contractors. Provide assistance to CBOs to identify resources, strengthen linkages and referrals, and refine practices.
- Become proficient and provide training as needed to CBOs on DYCD’s web-based program management systems (PTS, EMS, etc.) as well as DYCD’s protocols and frameworks (e.g. incident reports, case management standards, circles of support, social emotional learning, etc.)
- Monitor and analyze longitudinal performance of contractors and programs and provide periodic reports including on progress of the Initiative. Provide regular updates to supervisory staff concerning poor performing programs along with recommendations to improve program performance. Make recommendations concerning the provision of additional funding or defunding of program contracts.
- Provide technical support for CBOs and coordinate training and assistance with the Capacity Building Unit.
- Facilitate routine meetings with CBO providers to provide information and introduce resources and potential linkages to assist contractors.
- Identify and research other poverty alleviation studies as well as citywide, statewide and federal initiatives.
- Prepare reports and carry out special assignments, tasks and projects assigned by the Assistant Commissioner.
- Assist with developing new program areas and Request for Proposals. - Prepare staff evaluations.
- Serve as liaison to community-based organizations as well as partnering City agencies.
- Represent DYCD and present at public meetings, conferences, community events, symposia and other forums.
- Other duties as assigned.
ADMIN CONTRACT SPECIALIST (PYR - 10095
1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
