Youth Services Overview:
MOED’s Youth Services division provides the City’s future workforce with the tools they need to succeed in careers in local high-growth industries. The successful engagement of young people in the labor market and society is crucial not only for their own personal economic prospects and well-being, but also for overall economic growth and social cohesion. Through adequate skills, employment, and policy settings Baltimore City youth/young adults can fulfill their potential and maintain confidence in their future prospects.
Existing programs directly managed by Youth Services leaders include but are not limited to: Youth Opportunity Centers, WIOA Youth Training (and its partnership with Grads2Careers), YouthWorks summer jobs program, Pre-Adjudicated Coordination and Training Program (PACT), YH2O Water Mentoring Program and the Blueprint for Maryland’s Future.
Position Overview:
MOED is seeking an innovative Career Navigator that will support the Young Professionals In-School Program (YPIP). This program is funded by the Workforce Innovation and Opportunity Act (WIOA). WIOA is a comprehensive youth employment program serving eligible in-school high school seniors wo face barriers to education, training, and employment. The program includes 14 program elements that are required to be made available to youth participants.
The person in this Career Navigator position will report directly to the WIOA/YPIP In-School Program Supervisor. The YPIP Career Navigator will be the primary lead for recruitment efforts at 2-4 assigned Baltimore City High Schools. This individual will be responsible for tracking and reporting the activity and status of all recruited high school seniors.
The YPIP Career Navigator job responsibilities involve providing a variety of supportive career readiness and exploration opportunities designed to expose them to next steps after graduation. This will be done through a combination of the following activities: counseling, assessment, employability/career training & development based on youth’s interest and needs. The creative person hired for this position will facilitate workshops, attend community fairs or other events for program promotion and recruitment of participants.
Essential Duties and Responsibilities:
Work in collaboration with the WIOA/YPIP Program Supervisor to plan and lead programming efforts.
Assist with achievement of YPIP program goals regarding enrollment.
Serve as the primary point of contact for all recruitment needs for YPIP at your designated school(s) and the ability to work in a non-traditional atmosphere.
Develop, foster and maintain effective working relationship with assigned high school.
Attend monthly WIOA/G2C provider meetings.
Recruit and screen high school seniors for eligibility based on needs of YPIP.
Administer the TABE test to identified high school seniors and complete the WIOA/Maryland Workforce Exchange (MWE) enrollment packet.
Enrolls participants in the Maryland Workforce Exchange (MWE) System or other data tracking systems as designated by the grant and
Assist high school seniors in creating a career ladder or employability development plan
Provide informal instruction in job seeking, job retention and all related aspects of the world of work.
Identifies support services needed for successfully program completion
Make appropriate referral and placement in training opportunities and/or jobs after successfully graduating from high school.
Provide one year of active follow-up services for enrolled WIOA/YPIP participants.
Attend resource and career fairs to promote MOED, Youth Services and WIOA/YPIP programs
Develops and maintains good working relationships with all grant partners, the community college, the evaluators and the Mayor’s Office of Employment Development (MOED) team members.
Perform other duties as required.
Knowledge, Skills and Abilities:
Verbal and written communication skills; Presentation skills to conduct workshop
Solid organizational skills; execute work assignments on time in specified format
Capable of learning and using designated Agency and/or City/State software programs as required
Very strong interpersonal skills and the ability to build relationships with a diverse group of stakeholders, including youth, MOED/City Schools staff, service providers, businesses, and other external partners
Demonstrated ability to achieve high performance goals and meet deadlines in a fast-paced environment; and
Proficient in word processing and spreadsheets.
Ability to deliver services to multi-language learners
Ability to use Microsoft 365 applications (i.e. MS Word, Excel, Outlook, PowerPoint, etc.), CANVA and social media
Minimum Required Education and Experience:
Associate of Arts or Bachelor’s degree from an accredited college or university, and or
2-4 years of experience in leading human services initiatives focused on young adults
OR any equivalent combination of education and experience
Must have daily access to reliable transportation and or a car
