The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Job Description

Under the direction of the Director of Street Health, the Street Health Manager (0923 Manager II) oversees services for individuals who are unhoused or unsheltered and in need of behavioral health intervention. This position is responsible for providing overall direction to civil service and contracted teams that provide street-based outreach and engagement. Key responsibilities include managing program development; planning, implementation, and evaluation of neighborhood-based initiatives; overseeing contracts and partnerships; and coordinating with key stakeholders to align the Street Health teams’ efforts. The Street Health Manager also represents the Department of Public Health (DPH) in citywide Street Health initiatives.

The Street Health Manager (0923 Manager II) performs the following essential job functions:

  • Manages programs and diverse operational activities of the Street Health teams.
  • Provides clinical and administrative supervision to Street Health leadership and staff engaged in behavioral health outreach and intervention services.
  • Plans, develops, and oversees complex projects and policies related to Street Health operations.
  • Maintains regular communication with the Director of Street Health and program staff, and coordinates with other City departments to address the behavioral health needs of unhoused and unsheltered populations.
  • Builds and sustains partnerships with hospitals, the jail system, and the homeless response system to ensure effective care coordination for individuals in need of behavioral health services.
  • Develops policies and ensures program compliance with legislative and regulatory requirements.
  • Uses a racial equity lens to evaluate and advocate for new and existing resources to meet the needs of San Francisco’s culturally diverse communities. 

The Street Health Manager (0923 Manager II) may perform other duties as assigned/required.

Qualifications

1. License and Certification:

  • Possession of a valid license as a Licensed Clinical Social Worker (LCSW), issued by the California Board of Behavioral Sciences (BBS); OR
  • Possession of a valid license as a Licensed Marriage and Family Therapist (LMFT), issued by the California Board of Behavioral Sciences (BBS); OR
  • Possession of a valid license as a Licensed Professional Clinical Counselor (LPCC), issued by the California Board of Behavioral Sciences (BBS); OR 
  • Possession of a valid license as a Clinical Psychologist (PhD, PsyD) issued by the California Board of Psychology; AND 

​​2. Experience: Three (3) years of professional experience in behavioral health services for people experiencing homelessness or with significant mental health or substance use needs, including at least two (2) years of verifiable experience as a Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Social Worker (LCSW), Licensed Professional Clinical Counselor (LPCC), or Licensed Clinical Psychologist (PhD, PsyD).

Applicants must meet the minimum qualification requirements by the final filing date unless otherwise noted.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Desirable Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Two (2) years of supervisory experience in a behavioral health care setting.

Selection Procedures:

Training and Experience (T&E) Evaluation (Weight: 100%):
Candidates meeting minimum qualifications will be invited to completein a Training and Experience evaluation that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: knowledge of principles, practices, and techniques of program planning, program development, and evaluation as applied to behavioral health treatment in a multicultural environment; skill in coordinating or providing targeted services that support the needs of individuals who are unhoused, unsheltered, or unstably housed and with behavioral health needs; ability to build coalitions and consensus with every level of the organization and community.

Candidates will be placed on the confidential eligible list in rank order according to their final score. 

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

The certification rule for the eligible list resulting from this examination will be the Rule of the List.

The duration of the eligible list resulting from this examination process will be six months and may be extended with the approval of the Human Resources Director.
