Appointment Type: Temporary-Exempt (TEX), Category 18. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer and shall not exceed 36 months.

Public Works currently has a vacancy for the position of Industrial Hygienist (6138).

Job Description

Under supervision, this position carries out advanced work in industrial hygiene to protect the health and safety of workers and the public in the City and County of San Francisco. The role includes monitoring and evaluating potential hazards from chemicals, biological agents, and physical conditions in the workplace.

Key responsibilities include:

  • Conducting regular testing and monitoring of workplace hazards.
  • Serving as a technical advisor on occupational safety and health regulations.
  • Analyzing industrial hygiene data to identify public health concerns.
  • Developing and leading health and safety training programs.
  • Responding to and assessing hazardous materials incidents.
  • Performing ergonomic evaluations to improve workplace safety and comfort.
  • Supporting related duties to ensure safe and healthy environments.

Important and Essential Duties:
Your duties as an Industrial Hygienist may include, but are not limited to the following:

  • Serves as a technical advisor to departmental management and other personnel in identifying, containing, and regulating the use and storage of hazardous materials, and in developing and implementing inspection practices and procedures.
  • Investigates and evaluates health and safety hazards and coordinates remedial action with representatives from various City departments, other agencies, businesses, and the public.
  • Conducts surveys of potentially hazardous workplace operations, including monitoring physical, biological, and chemical agents, evaluating results, recommending corrective actions, and preparing reports.
  • Anticipates, identifies, evaluates, and controls occupational safety and health and environmental hazards for personnel working in proximity to hazardous waste remediation or hazardous materials.
  • Develops, modifies, implements, or maintains health and safety programs for City employees.
  • Develops policies and procedures for responding to hazardous materials incidents and the implementation of environmental health and safety laws, codes, and regulations.
  • Develops and conducts health and safety training programs concerning the proper use, storage, and disposal of hazardous materials and the regulation of hazardous materials.
  • Advises program and departmental management on public health and safety, the handling and containment of hazardous materials incidents, and evaluation procedures.  
  • Provides technical support in recognizing, evaluating, and controlling health, environmental, and safety hazards.
  • Coordinates and enforces compliance with applicable laws, policies, procedures, and regulations.
  • Assists in administrative tasks related to the implementation of ordinances, codes, and other regulations.      
  • Compiles data, prepares reports and notices of violation and maintains technical reference materials and records.
  • Maintains Respiratory Protection Program, including recommending appropriate respiratory protection, fit testing, coordinating medical examinations and maintaining records.
  • Conducts and participates in public meetings about industrial hygiene.                                           
  • Investigates noise complaints, takes sound level measurements, and reviews complex noise issues involving residents and employees within the City and County of San Francisco.
  • Reviews ventilation system designs to determine the best engineering control practices. Conducts monitoring of ventilation systems using airflow and pressure meters. Uses measurements to evaluate the effectiveness of local exhaust and heating, ventilation and air conditioning (HVAC) systems.
  • Conducts measurements of physical hazards such as heat, noise, and radiation using industrial hygiene equipment. Uses measurements to evaluate personnel exposures to physical hazards.

Working Conditions:
The nature of the work may require you to work at multiple city locations.

Qualifications

Education:

Possession of a Master’s degree in Industrial Hygiene, Occupational Safety and Health; Environmental Sciences, Health, or Management; or a closely related field from an accredited college or university. Applicant’s college level (undergraduate or masters) coursework must include a minimum of 6 semesters of any combination of chemistry, biology, and/or physics.

Experience:

Two (2) years of professional industrial experience equivalent to the level of City and County of San Francisco classes 6137 Assistant Industrial Hygienist or higher, which must have included professional industrial hygiene activities including either hazardous materials management or identification, evaluation, and control of occupational health hazards, such as noise, radiation, asbestos, various chemicals, etc.

Licenses:

Possession of a valid driver’s license; if not a California driver’s license ability to obtain a California Driver’s License within 45 days of hire.

Condition of Employment
*Valid Driver’s License: Applicants must possess and maintain a valid California Class C driver’s license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role. 

Substitution:

  1. Possession of a baccalaureate degree from an accredited college or university in Industrial Hygiene, Environmental Sciences, Health, or Management; Occupational Safety & Health; or in a closely related major (examples include but are not limited to toxicology; chemistry, physics; biology; or mechanical, chemical, or environmental engineering) which includes a minimum of 6 semesters of any combination of chemistry, biology, and/or physics, if accompanied by three (3) years of professional industrial experience equivalent to the level of City and County of San Francisco classes 6137 Assistant Industrial Hygienist or higher, which must have included professional industrial hygiene activities including either hazardous materials management or identification, evaluation, and control of occupational health hazards, such as noise, radiation, asbestos, various chemicals, etc.  OR
  2. Certification by the American Board of Industrial Hygiene as a Certified Industrial Hygienist in the comprehensive practice of Industrial Hygiene may substitute for the required education and experience.

Desirable Qualifications: The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Possession of a Certification as a Certified Safety Professional (CSP)

The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
