Skills: Minimum 10 years of relevant experience, expertise in housing/homelessness policy, excellent facilitation and public speaking skills, strong analytical writing abilities, and teamwork in a remote environment.
Qualifications: Master’s degree in public policy, social work, or a related field; experience in technical assistance and coalition leadership preferred.

Compensation: $90000 - $110000 / Annually
The ZTT Policy Center is a nonpartisan, research-based resource for federal, state and local policymakers and advocates the unique developmental needs of infants and toddlers. We support states and communities in advancing policies, services, and comprehensive systems to meet the needs of expectant families and families with young children. The state policy team, working in partnership with others in the Policy Center and organization, does this through relationship-based technical assistance (TA) projects, research and analysis, and development of resources and tools. ZTT provides support through federally funded TA centers, privately funded TA projects, and rapid response TA as requested.

The Senior Technical Assistance (TA) Specialist will serve as a subject matter expert on policy/system strategies to reduce housing instability and homelessness for families with children prenatal to three, contributing to development and implementation of ZTT’s policy priorities and strategy in these and related areas. The Senior TA Specialist will provide technical assistance to states and communities (e.g. coalitions, policymakers, advocates, government agency staff, etc.) to assist them in making improvements to policies and systems to better support infants, toddlers and their families; conduct research and develop written materials for a variety of audiences; track and analyze promising policy/system initiatives to improve outcomes for young children and families and policy/system changes at the state and federal levels re to housing and homelessness; facilitate cross-state learning opportunities; facilitate feedback loops between local, state and national policy; and contribute to the overall work of the Policy Center.
*Funding for this position is currently provided through summer 2027 with plans for expansion.
Master’s degree in public policy, social work, early childhood or a related field required.
This position's salary is estimated to be low $90,000s to low $110,000s depending on experience, geo-location, budget, and other comparable and similarly scoped internal positions.
