Job Details:
The University of Texas at Austin is seeking to hire a Construction Contracts Team Lead (Contracts Specialist III-IV) for Campus Operations to review, negotiate, draft, revise, and amend construction-related contracts to ensure compliance with University Rules, which include the Rules, Policies and Regulations of the Board of Regents of The University of Texas System, The University of Texas at Austin, as well as State of Texas and federal laws. Provide expert guidance and consultation to all areas including internal and external constituents regarding contract management and related matters. Provides technical and contracting support for Planning, Design and Construction (PDC) staff including assigned Project Manager. PDC is currently managing more than $2 billion in major projects in the design and construction phases, and this position is critical for the successful delivery of these projects.

Supervise a team of Contract Specialists soliciting, issuing and managing professional and technical service contracts for construction projects at all University of Texas at Austin facilities. Manage solicitations and contracts for capital construction projects, master agreements and other high profile projects.
Provide supervision, training and guidance to a team of Contract Specialists soliciting, issuing and managing professional and technical services contracts. Perform supervisory duties such as a management of leave time, performance evaluations, salary recommendations, etc.
Manage complex and/or high profile project-specific competitive solicitations for professional and technical services. Manage procurement-related events such as kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scorings.
Manage indefinite delivery/indefinite quantity (IDIQ) master agreements for professional and technical services including development of solicitations, contract issuance, amendments and renewals. Serve as liaison between contracted firm and project management staff. Manage records and generate reports for spend management.
Perform quality control reviews to ensure compliance with legal and regulatory requirements. Provide recommendations on updates for solicitations, contract boilerplate language, and other contract-related documents. Serve as a subject-matter expert in the development or modification of contract administration policies and procedures.
Obtain (if applicable) and maintain professional contracting certification.
Other related functions as assigned. Collaborate with other UT Austin colleagues to initiate and develop process improvements.
Diploma (High School) or GED is required and five years of relevant experience. Experience may be a substitute for education. Proven ability to oversee and/or supervise the work of others. Ability to evaluate contracts and recommend future status; to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to write and edit contract requirements and specifications; to negotiate features of a contract; and to communicate effectively.
Relevant education and experience may be substituted as appropriate.
Associate's or Bachelor's Degree in Business Administration, Construction Management/Administration, or related-field. Experience may be a substitute for education. Knowledge of state procurement and contract management requirements, regulations, and best practices.
$90,000 + depending on qualifications
