What You Will Be Doing
You will be responsible for providing visionary leadership and strategic oversight of the strategy, collections, equity, governance, and processes of student-level data managed and supported by the office. The Deputy Director develops and implements strategic initiatives and collaborative partnerships that maximize the insights gained from postsecondary data for state policies and programs related to postsecondary education and workforce training in Oregon. This position sets and implements data strategy in regular coordination with the Director of the Office of Research and Data and incorporates the value of individual and cultural differences in the data, data use, and data products, and creates a work environment where diversity, equity, & inclusion are primary values.
The Work at a Glance
Leads the strategic direction of the postsecondary student/participant-level data managed by the Office of Research and Data to support evidence-based decision-making about postsecondary education and workforce training across Oregon.
Sets the vision, in coordination with the Director of Research and Data, to align data collections across postsecondary sectors, align data processes across postsecondary sectors, expand and deepen data equity initiatives, and standardize documentation.
Works with staff to align data collections, processes and documentation in order to implement data strategy and expand data equity. Coordinates efforts with HECC IT department and other offices as needed.
Drives the expansion of data products and identifies new tools and opportunities for effective data use.
Leads data integration work and other work related to HECC’s IT Modernization Plan for the Office of Research and Data.
Supervise and Direct Staff: State supervisory managers are expected to possess and model six (6) base competencies of: Communication, Innovative, Intentional Engagement, Mentoring & Developing People, Stewardship, and Business Acumen. Provide direct supervision for office staff and ensures tools, learning, and equipment necessary for staff to perform their duties are available.
Plan, assign and review work. Set clear work objectives, goals and expectations with staff. Evaluate employee performance and encourage staff skill development.
Ensures consistent and efficient processes that allow staff to maximize their time and effort to best use their skills and serve the needs of postsecondary education and training in Oregon.
Co-leads strategic planning for the Office of Research and Data and postsecondary team, including designing team retreats, establishing priorities, and identifying process improvements.
Manages biennial office budget in coordination with office director, ensuring resources are effectively allocated to support strategic agency and office goals
Estimates fiscal impacts for proposed agency and office initiatives.
This is a full-time, permanent position headquartered at HECC’s Salem Office. This is management service supervisory position and not represented by a union. The successful candidate may be eligible for in-state hybrid work, which consists of performing duties onsite in a standard office environment and working remotely. What We Need (Minimum Qualifications)
Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor’s degree in an Education, Sociology, Economics and Public Policy.
Desired Attributes/Skills
•An advanced degree in a relevant field (e.g., education, sociology, economics, data science, and public policy).
•Demonstrated experience working with integrated datasets or data systems. Expertise in complex, administrative data from multiple sources.
•Demonstrated experience with public policy-related research. Experience conducting innovative research to address public policy issues.
•Demonstrated experience with management of complex administrative data systems. Knowledge of IT systems and strategic planning for technological improvements.
•Excellence in leading a cross-disciplinary team. Demonstrated experience with personnel management, collaborative problem solving, and collegial relationship building that ensures a smooth functioning team where employees have the training, authority, and resources necessary to successfully accomplish their responsibilities.
•Excellence in relationship building. Demonstrated experience developing productive relationships across organizations, facilitating multiple perspectives to drive progress, and deepening trust.
•Demonstrated experience in the field of education and education policy.

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
