Job Description

The Oregon Medical Board is looking for an individual with some investigations experience and a strong background in customer service to join our fast-paced agency as the new Investigator 2 and serve as a member of our Investigations and Compliance team. This announcement is for a full time, permanent position, with some flexibility in work schedule and remote working. This is a union represented position and is covered by a collective bargaining agreement.

The mission of the Oregon Medical Board (OMB) is to protect the health, safety, and wellbeing of Oregon citizens by regulating the practice of medicine in a manner that promotes access to quality care. The OMB licenses, regulates and investigates Oregon medical doctors, doctors of osteopathic medicine, podiatrists, physician associates and acupuncturists. Collectively, they are referred to as “licensees.” The Board licenses, monitors, disciplines and educates its licensees to assure their fitness and competence to serve the people of Oregon. Here’s what you will do:

As an Investigator 2, you will take incoming calls from citizens, licensees and other agencies requesting information about our investigations and the investigative process. You will direct callers to appropriate resources, ensure complaint forms are provided, and take reports over the phone. At the direction of the Investigation Manager, you may be assigned preliminary and malpractice cases.   Duties will include, but are not limited to the following:

  • Serve as the initial point of contact for citizens, patients, licensees and other agencies that may be seeking information regarding Board functions.

  • Evaluate incoming information to determine potential risk to public.

  • Review written complaints and receive verbal complaints against licensees of the Board and provide an appropriate response or refer to another agency when applicable.

  • Enter complaint information into the database.

  • Provide instruction on how to file Board complaints and educate individuals on the investigative and compliant processes.

  • Engage with individuals who are dissatisfied with the health care system or disappointed with an action taken by the Board and are irrational, angry or impaired.

  • Monitor, respond, and document complaint emails and phone calls.

  • Draft documents regarding information received over the phone regarding possible violations of the Medical Practice Act.

  • Evaluate complaints and participate in the Intake Review Process.

  • As directed by the Investigation Manager, conduct preliminary and malpractice investigations.

  • Create summaries outlining the information discovered and how the information was obtained.

  • Review complaints, statements and investigative information and determine if additional information is needed.

  • Establish working relationships with other health care boards, law enforcement agencies, and other agencies to collaborate on specific investigations.

  • Assist the Compliance Section with monitoring compliance of licensee on Orders or Agreements with the Board.

  • Create compliance summaries for licensees requesting termination or modification of Orders or Agreements with the Board.

  • Monitor, document, and respond to complaint email box and complaint phone line messages and forward messages as appropriate.

What we’re looking for:

MINIMUM QUALIFICATIONS

Two years of recent (within the last five years) investigative experience which included gathering facts, collecting evidence, examining records, and conducting interviews to verify or disprove claims of suspected law violations.

College level courses in law enforcement, criminal justice, law, accounting, auditing, or a closely related field may be substituted on a year-for-year basis for up to one year of the required experience.

  • Past customer service experience preferably in public safety, health care or related fields. 

  • Demonstrated skill in critical thinking.

  • Excellent communication skills related to listening and responding with empathy

  • Ability to be on the phone for extended periods.

  • Experience and knowledge applying statutes, rules and procedures.

  • Ability to understand expectations and respond accordingly.

  • Ability to focus on critical information and devise strategies for positive outcomes.

  • Professionally able to break contact with a caller without generating conflict.

  • Ability to be respond in a timely with information, and document contacts.

  • Understanding the importance of accurately documenting investigative information
