As a Fiscal Analyst 2, you will support the Budget Planning and Analysis Unit by performing a  wide range of budget analysis activities for Central Services programs. These include, but are not limited to, the Director's Office, the Chief Operations Office, the Chief Financial Office, Human Resources, the Equity and Inclusion Division, and the External Relations Division. Your primary responsibilities will require thorough knowledge of state and federal budgeting and financial processes.

You will assist management and staff with budget development, complex forecasting of cost impacts, and ensure programs are supported by sufficient revenues through careful evaluation of expenditures against budget.

In this role, you will be an active contributor to policy strategy development, analyzing the financial impacts of proposed policies with a focus on health equity. Your insights will inform strategic decisions that advance the agency’s mission. You will communicate information to agency leadership, legislative and executive officials, and other governmental and non-governmental partners.

Because programs and budgets are often interrelated throughout the agency. You will need to demonstrate deep expertise in the programs and budgets under your purview.

The AA Salary Range for this position is between $5,325.00 to $8,148.00 per month.

What We Are Looking For:

Minimum Qualifications: These qualifications must be visible in your application for consideration.

Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.
OR,

five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.
OR,

successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.

Special Requirements: To be hired, you must have a criminal record check that meets OHA criteria at the time of hire, and throughout employment.

  • Proficiency with Financial Systems and Tools
    • Experienced with financial modeling tools, budgeting software, and spreadsheet applications (e.g., Excel) for managing and analyzing fiscal data effectively.
  • Communication and Reporting Skills
    • Capable of creating clear, concise financial reports and presenting complex budget information to executives, legislators, and non-technical partners.
  • Policy and Program Understanding
    • Applies financial expertise within the context of program goals and policy objectives, including health equity and agency mission alignment; understands how fiscal decisions impact broader organizational outcomes.

Preference Statement:

  • Demonstrated commitment to ongoing professional development in cultural competence, diversity and inclusion  — particularly as it relates to health equity.
  • Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint, with the ability to create and manage documents, spreadsheets, and presentations that support fiscal analysis and reporting.
