Limited Duration: This is a full-time, limited-duration position. This position is grant-funded through September 30, 2028. Continuation beyond that date is subject to available funding.

Who We Are
The Court Programs Division (CPD) is part of the Office of the State Court Administrator within the Oregon Judicial Department (OJD). CPD develops, implements, and evaluates programs for statewide application in the courts and for use by the public and government stakeholders. Programs are aimed at providing consistent and accurate information and tools to help navigate the court system, improving effectiveness and timeliness in the operating procedures of the courts, and supporting access to justice by eliminating barriers. CPD is responsible for strategic planning, data analysis and application, and performing high-level liaison work to develop policies and procedures to implement laws affecting court operations statewide.

We pay 95% to 99% of medical insurance premiums for full-time employees, including mental health coverage.

Position Highlights
We are hiring a Veteran Treatment Court (VTC) Analyst / Community Mapping Specialist (Analyst 3) to join us in Salem, Oregon.
In this role, you will help create a statewide treatment court resource map and an implementation plan for rolling out the map statewide. You will determine the platform, resources, and maintenance needed to support the map and will identify and implement business processes that promote access to the map and that meet sustainability requirements. Working closely with the VTC Analyst and the Treatment Court Team, you will help identify the intended audience for the map. You will use Sequential Intercept Mapping (SIM) information to help inform our statewide mapping efforts.
You will support our SIM efforts by coordinating logistics for in-person and virtual meetings, helping build meeting agendas, and identifying participants and venues. You will help develop surveys and draft a variety of internal and external communications. You will gather and present information about resources available to treatment courts and treatment court participants, with an emphasis on Service Member and Veteran participants and their discharge and eligibility requirements.
Collaboration is a key part of this role. You will foster and support strong working relationships with judges, OJD staff, legislators, attorneys, community leaders and groups, service providers, and other professionals. You will engage justice system partners and liaise with the Veteran Treatment Court Steering Committee and the Veteran Treatment Court Strategic Planning Group. To support the expansion and enhancement of VTCs throughout Oregon, you will host office hours and spaces for treatment court coordinators to learn more about and inform OSCA’s VTC work.
Part of your time will be spent responding to requests for data and working with the data team.
Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

The qualified candidate must have a bachelor’s degree in business, court administration, public administration, or a related field.
AND
At least three (3) years of increasingly responsible professional-level experience that typically supports the knowledge, skills, and abilities required the position.
OR
Any combination of education and experience equivalent to seven (7) years of experience that typically supports the knowledge, skills, and abilities for the position.
Note: Professional-level experience is defined as:
The ability to use independent judgment and discretion in performing work duties.
A level of specialized knowledge in the field of work with some authority for independent decision-making.
In-depth work requirements, such as data gathering, analysis, and interpretation.

Experience and skill in public speaking and facilitating meetings with diverse audiences.
Knowledge of, or familiarity with, military culture is preferred.
Experience working in a court or other legal environment is preferred.
Working Conditions
This is a full-time, limited-duration position, and the work schedule is currently 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per workweek.
Some early morning, evening, weekend, and holiday work may be required. More frequent after-hours and holiday work may be required during legislative sessions to meet deadlines and attend meetings.
Occasional in-state travel, including possible overnight stays, is required to visit courts and participate in meetings and events.
Hybrid work may be available for this position. All hybrid work assignments begin, end, or change only with administrative authority approval. In-person meetings and in-person attendance for training sessions and other office events may be required, regardless of any prior approved and scheduled remote workdays.
