Accountant 3 - Senior Accountant
Salem, Oregon – Equitable Building
The Oregon Youth Authority (OYA) is seeking a detail-oriented and highly skilled Senior Accountant to join our Financial Services Division and lead key accounting and financial reporting functions that support our mission to transform Oregon’s youth. This position works closely with technical and professional staff to oversee preparation of the Annual Comprehensive Financial Report (ACFR), annual financial statements, and other financial management reports. The Senior Accountant develops and maintains accounting policies, procedures, and operating manuals; evaluates and strengthens internal controls; and manages cash flow processes. This role also provides expert guidance in the design and implementation of accounting systems, ensures compliance with the Oregon Accounting Manual (OAM) and generally accepted accounting principles (GAAP), and performs complex accounting analyses. The ideal candidate will have proficiency with the Statewide Financial Management Application (SFMA), extensive experience with complex governmental accounting functions, and the ability to apply an equity lens in all aspects of their work.

Hybrid Telework: This position is required to work at the Salem Central Office 4 or more days a month depending on business needs.

The salary range listed is the non-PERS participating rate. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by 6%. Please review the Classification and Compensation page for more details.
This position receives annual increases on the anniversary date until the maximum of the salary range is reached.

15 quarter (10 semester) graduate-level accounting credit hours may substitute for one year of the accounting experience. Graduate-level courses used to satisfy the educational requirement may not be used to satisfy the experience requirement.
