Accountant 3 - Senior Accountant

Salem, Oregon – Equitable Building

The Oregon Youth Authority (OYA) is seeking a detail-oriented and highly skilled Senior Accountant to join our Financial Services Division and lead key accounting and financial reporting functions that support our mission to transform Oregon’s youth. This position works closely with technical and professional staff to oversee preparation of the Annual Comprehensive Financial Report (ACFR), annual financial statements, and other financial management reports. The Senior Accountant develops and maintains accounting policies, procedures, and operating manuals; evaluates and strengthens internal controls; and manages cash flow processes. This role also provides expert guidance in the design and implementation of accounting systems, ensures compliance with the Oregon Accounting Manual (OAM) and generally accepted accounting principles (GAAP), and performs complex accounting analyses. The ideal candidate will have proficiency with the Statewide Financial Management Application (SFMA), extensive experience with complex governmental accounting functions, and the ability to apply an equity lens in all aspects of their work.

Key Responsibilities:

  • Lead the agency’s fiscal year-end accounting and reporting processes — including preparation of the Annual Comprehensive Financial Report (ACFR), Schedule of Expenditures of Federal Awards (SEFA), and government bond reporting — ensuring compliance with GAAP, GASB, and DAS accounting standards.
  • Oversee and review the work of professional accounting staff, providing expert guidance, ensuring accuracy, and maintaining conformance with applicable rules, regulations, and accounting principles.
  • Prepare, analyze, and maintain the agency’s financial reports and accounting structures, including general ledger, subsidiary systems, and classification frameworks for complex automated accounting systems.
  • Develop, implement, and maintain accounting policies, procedures, and internal controls to ensure accuracy, efficiency, and compliance with the Oregon Accounting Manual, state and federal laws, and audit requirements.
  • Coordinate the design, development, and enhancement of accounting systems and processes, ensuring integration with statewide financial management applications (SFMA) and other agency systems.

Additional Information:

  • Hybrid Telework: This position is required to work at the Salem Central Office 4 or more days a month depending on business needs.

What You Need To Qualify:

  • Possession of a Certified Public Accountant or Certified Government Financial Manager certificate AND three years of accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and assuring the proper functioning and accountability of fiscal operations; OR

  • A Bachelor’s degree in Accounting or in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND three years of related accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and ensuring the proper functioning and accountability of fiscal operations; OR

  • 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND five years of related accounting experience to include a) classifying, analyzing, and reconciling complex financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing audited financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing and interpreting complex accounts and account relationships resulting in accounting entries.

15 quarter (10 semester) graduate-level accounting credit hours may substitute for one year of the accounting experience. Graduate-level courses used to satisfy the educational requirement may not be used to satisfy the experience requirement.

What We Are Looking For: Preference may be given to applicants that can demonstrate these skills:

  • Proficiency in Statewide Financial Management Application (SFMA);
  • Demonstrated experience with complex financial accounting functions, methods, entries, and accounting structures;
  • Ability to accurately interpret, analyze, and apply applicable rules of the Oregon Accounting Manual and generally accepted accounting principles (GAAP);
  • Ability to apply an Equity Lens to all elements of daily work;
  • Demonstrated experience in coordinating and preparing government Annual Consolidated Financial Reporting (ACFR) and disclosures
