The Team

The Global Growth & Opportunity (GGO) division works to catalyze sustainable and transformative socio-economic change. The Agricultural Development (AgDev) program strategy team (PST) aims to catalyze country-led, inclusive, agricultural transformation (IAT) by developing and scaling products, services, policies, and system-wide innovations that benefit small scale producers, empower women, and improve nutritional outcomes. We want farmers in Sub- Saharan Africa (SSA) and South Asia (SA) to be empowered with the knowledge, tools, and technologies to improve their livelihoods and lift themselves and their families out of poverty.

This position sits with in the Strategy, Planning and Management (SPM) team in AgDev which plays a central role in driving strategic clarity, operational alignment, and division-wide learning. The team leads annual strategy reviews, anchors the design and delivery of cross-cutting initiatives—including Big Bets—and supports core business functions such as resource planning and rhythms of business. The team also houses the Measurement, Learning, and Evaluation (MLE) function, which ensures evidence and insights inform investment decisions and continuously improve delivery. SPM ensures strong connections with AgDev’s strategic goals with day-to-day execution, enabling the division to deliver greater impact with discipline and agility.

Your Role

The Senior Officer for Insights & Learning is responsible for implementation of AgDev’s learning strategy in line with the PST’s measurement, learning and evaluation (MLE) strategy. In this position, you will work directly with colleagues in the SPM team and across AgDev to generate, synthesize, and share insights from a rigorous program of research and evaluation to inform and improve strategy and programs. The goal of your work is to inform decision making and improve strategy, programs, policies, and practices, by strengthening the learning ecosystem and expand AgDev’s evidence base through improved knowledge management, strategic learning and analysis. You support using insights to inform strategy by generating actionable insights, deploying knowledge management systems and learning tools, and developing high-quality, engaging learning experiences for the team. You can think creatively and apply innovative tools and technologies to the role. 

*This 11 month role is based in Seattle, WA. Visa Sponsorship and Relocation are NOT provided for this role. Preference for Seattle based employee. Open to US-based remote employees with regular travel to Seattle, WA.

What You'll Do

  • Work closely with various teams to develop and implement a comprehensive knowledge-sharing strategy for AgDev to ensure that evidence-based learnings are systematically generated in a participatory manner, collated, shared, and retained across AgDev pillars, foundation teams, partners, as well as the wider ecosystem.

  • Advise decision-making regarding strategy hypotheses, investments, and budget with relevant evidence from investments, the broader evidence base, and other sources.

  • Analyze, synthesize, and report findings from funded and other research to internally inform the foundation’s strategy evaluation, planning, and development and surface key strategic questions to enhance learning within the team.

  • Be responsible for facilitating participatory sensemaking sessions, after action reviews, systematically compiling insights, and sharing knowledge to advance adaptive management and cross-disciplinary learning with staff and partners.

  • Provide strategic measurement, evaluation and learning support for restricted projects, particularly within pillars who have requested support.

  • Develop tools and processes for knowledge management and learning including development of learnings agendas and organizing learning opportunities for the team.

  • Collaborate with internal teams to operationalize knowledge management system, including development of AI-enabled tools for discovery, synthesis, and use of insights.

  • Act as thought partner to program officers to understand their data and research-related questions and learning needs. Design solutions as appropriate.

  • Manage complex, performance-based contracts or grants, including soliciting and reviewing grant proposals, preparing and presenting proposal summaries and progress reports, monitoring and reviewing grantee progress, budgets, and deliverables, and supporting partner convenings or site visits.

  • Serve as a point of contact on portfolio-related issues for key collaborators internally and externally. Represent the foundation with grantees, other funders, universities, think tanks, and government agencies.

  • Work closely with Strategy & Impact team on execution of measurement, learning and evaluation (MLE) strategy and management of MLE investments.

  • Support operationalization of country MLE plans and reporting dashboards.

  • Contribute to the preparation of Strategy Review and Annual Planning, in partnership with the DDSPM and Senior Officer, Strategy & Impact, as well as the AgDev Leadership Team.

  • Support inclusive culture through modeling behaviors and actions; escalate issues in a timely fashion to appropriate partners.

  • Willing to travel up to 20%, including to Africa and Asia.


Your Experience

  • An advanced degree or equivalent demonstrated experience, preferably in international development, economics, statistics, public policy, or similar field.

  • Domain expertise and applied experience in smallholder agriculture preferred.

  • Expertise in quantitative and qualitative data collection and analysis, and experience with statistical analysis and data visualization tools.

  • Strong knowledge of strategy, measurement, evaluation and learning theories, tools and practices.

  • Expertise in knowledge management, data science, machine learning and applications of Artificial Intelligence (AI).

  • Strong facilitation skills, particularly related to programmatic and organizational learning.

  • Strong written and verbal communication skills; ability to identify and communicate external and internal dynamics, as well as inform decision support via effective analysis, written, verbal, and presentation skills.

  • Ability to clearly synthesize and communicate complex information.

  • Experience working with partners in low- and middle-income countries, with a preference for experience in Sub-Saharan Africa and South Asia. 

  • Experience working in a matrixed organization.

  • Ability to work across multiple content areas and effectively collaborating with programmatic, information systems, institutional development, resource mobilization, and research, learning and evaluation professionals.

The salary range for this role is $169,700 to $254,500 USD. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located. The range for this role in these locations is $185,000 to $277,400 USD. As a mission-driven organization, we strive to balance competitive pay with our mission and new hires are typically brought into the organization at a salary range between the minimum and the midpoint salary range. Actual placement in the range will depend on a candidate’s job-related skills, experience, and expertise, as evaluated during the interview process.
