Senior Instructional Designer

CTEC is a mission-focused technology firm delivering modernization and application development services to U.S. Federal agencies. We are seeking a Senior Instructional Designer to lead design and development of comprehensive learning solutions for complex Social Security policies and federal procedures, collaborating with SMEs to ensure accuracy, compliance, and effective learner outcomes.

Skills

  • Expert knowledge of ADDIE, SAM and other federal-approved instructional methodologies
  • Proficiency with Articulate Storyline, Adobe Captivate, or government-authorized authoring platforms
  • Experience designing training for complex government policies (benefits, healthcare, disability)
  • Working knowledge of SCORM and xAPI and LMS integration
  • Experience handling Controlled Unclassified Information (CUI) and supporting Public Trust eligibility
  • Strong storyboarding, assessment design, and multimedia scripting skills
  • Ability to collaborate with SMEs and cross-functional teams in a federal contracting environment

Responsibilities

  • Lead analysis, design, development, and evaluation of instructor-led and eLearning curricula for complex federal policies and procedures
  • Conduct training needs assessments and create instructional strategies aligned with federal standards
  • Collaborate with subject matter experts to ensure technical accuracy and policy compliance
  • Develop storyboards, scripts, assessments, and multimedia learning assets using federal-approved tools
  • Ensure learning products meet accessibility, security (CUI), and compliance requirements
  • Integrate courses with LMS platforms and publish SCORM/xAPI-compliant packages
  • Perform quality assurance, pilot testing, and iterate based on evaluation data
  • Support clearance processes and handle controlled unclassified information appropriately

Education

  • Master's degree in Instructional Design, Educational Technology, Learning Sciences, or related field
  • Minimum 7+ years of instructional design experience, preferably with federal or large public-sector programs
