Contract English Program Coordinator - Oriskany,NY

The Workforce Development Coordinator will support and coordinate the workforce development initiatives for the Contractor English Program.  The objective of the Contractor English Program is to address the contractor labor shortage and ultimately provide employment opportunities for program participants.   Non-English speakers will be recruited and enrolled in the program to learn the English language and receive training on vocabulary relevant to the contractor industry.   

The Workforce Development Coordinator will assist with promotion of the program as well as recruitment and enrollment of program participants.  Responsibilities also include collaborating with community organizations, business partners, and agencies to establish the alignment between education, workforce training, and industry demand.  The individual will provide information and connect participants with wraparound services & CCE services (transportation, childcare, advanced translation services, etc.…) as needed. 

    

Required Qualifications:

  • Bachelor’s degree or Associate degree with 2 years transferrable program/functional experience.
  • Experience relevant to the role of the position.
  • Ability to clearly communicate (speak, read, and write proficiently) in English.
  • Ability to organize, manage, and prioritize multiple tasks, deadlines, requirements, and priorities to complete work in a timely manner and within established deadlines.
  • Ability to relate effectively, clearly, and tactfully through verbal, written, and electronic methods.
  • Ability to maintain a high level of confidentiality.
  • Ability to meet travel requirements associated with this position.
  • Ability to meet acceptable background check standards.
  • Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
  • Proficiency or ability to learn and effectively use software including use of the internet and Microsoft Office applications (Outlook, Word, PowerPoint, Publisher, Excel).

  • Ability to identify and utilize program resources from the organization and the community.

Position Details:

Expected Weekly Hours: 20 hours per week

Hourly Wage: $20.00 per hour

Location: Oneida County CCE office in Oriskany, NY .

Program Responsibilities:

Program Delivery – 5%

  • Provide workforce development educational programs to meet identified needs and interests of individuals and groups within the community.
  • Utilize established program resources and materials in providing information and resources to program participants and/or community members.
  • Foster acceptance of program, methods, and policies to address community and individual needs and consider various audiences.
  • Inform program participants of other Extension programs, community agencies, and services as part of program delivery.
  • Consult and utilize target audiences/stakeholders, collaborators, organizations, agencies, government, and other key partners in program delivery efforts.
  • Serve as an active team member and cooperate with the entire program and administrative staff to achieve association program delivery goals.

Program Evaluation – 5%

  • Implement program evaluation as designed.
  • Interact with program participants, program committees, and other key stakeholders as identified to collect evaluation data. 
  • Recommend program changes to strengthen and improve programs.
  • Communicate evaluation results and findings.
  • Assist in analyzing collected program evaluation data for reporting and program improvement purposes using standard, established policy, procedure, and methods.

Administrative Responsibilities:

Direction – 10%

  • In collaboration with supervisor, assist with establishing program goals and priorities.
  • Identify opportunities for innovative workforce development activities.
  • Provide supervisor with program related information to assist in the budget development process.
  • Develop effective communication and working relationships with appropriate agencies, organizations, industries, and community leaders for program.
  • Assist with development of marketing strategies, public affairs, and special events to reach target audiences and meet program objectives.

Management – 5%

  • Assist with identifying activities and resources needed to carry out program priorities and goals in consultation and collaboration with supervisor, agency partners, and other key community constituents.
  • Solve problems and resolve conflicts that arise within the program utilizing appropriate policies and procedures and with supervisor guidance as needed.

Coordination/Operation – 70%

  • Assist with identifying activities and resources necessary to implement initiatives and projects.
  • Coordinate administrative tasks related to the program.
  • Coordinate and assist with special projects and outreach efforts as required.
  • Apply existing subject matter knowledge to compile and maintain workforce development materials.
  • Utilize existing program materials to recruit participants to the workforce development program.
  • Provide information and connect program participants with wraparound services as needed.
  • Coordinate program implementation efforts, planning and activities.
  • Collect, prepare, and maintain paperwork, participant files and database as required by supervisor, Association, and funding source requirements.
  • Schedule, coordinate, facilitate and/or participate in project-related meetings, trainings, and conference calls related to workforce development efforts as required. 
  • Effectively maintain existing professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts.
  • Maintain confidentiality of all information and data collected, accessed and/or maintained.
  • Provide data and information to assist with preparation of reports, impact statements, and success stories for funders, advisory committees, Board, and others as requested.
  • Transport self and/or program materials/resources in performing position responsibilities.

Professional Improvement & Other Duties as Assigned – 5%

  • In cooperation with supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
  • Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required. 
  • Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.
  • Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and perform other duties as assigned.
  • Maintain regular and predictable attendance and punctuality.

Health and Safety – Applied to all duties and functions

  • Support the Association to maintain a safe working environment.
  • Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.
  • Act proactively to prevent accidents/injuries and communicate hazards to supervisors when identified.
