STRATEGIC PROJECT MANAGER

Job Description

The New York City Housing Authority (“NYCHA” or “the Authority”), the largest public housing authority in the nation, was created in 1934 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to roughly 1 in 16 New Yorkers, provides affordable housing in over 177,565 apartments within 335 housing developments through public housing, Section 8, PACT/RAD programs.

Resident Services connects NYCHA residents to critical programs, services, and opportunities, and engages residents around agency and community priorities. The Office of the Vice President for Resident Services is responsible for the daily operation in support of NYCHA’s extensive network of Resident Associations and resident-led groups, and manages partnerships, programs, and initiatives, through two (2) main departments: Resident Engagement, and Family Partnerships.

- Resident Engagement Department mission is to empower NYCHA residents to participate in decision-making processes to inform policies and initiatives that impact their quality of life. Resident Engagement fosters participation by informing, consulting, and involving residents using a vast array of outreach and engagement strategies. Resident Engagement provides residents with relevant information, gathers input from the community, and ensures residents' needs and concerns are integrated into NYCHA’s planning processes. Resident Engagement facilitates NYCHA’s compliance with all aspects of HUD regulations on Tenant Participation and manages the Resident Advisory Board (RAB) aspect of the agency’s Annual Plan process.
- Family Partnerships Department connects residents to critical services and implements programs and policies that support household stability, tenancy, individual advancement, aging-in-place, and the successful reunification of individuals with justice system involvement with their families who reside in NYCHA. FPD also manages partnerships and referrals with external providers and City agencies offering social service interventions to ensure connections to high-quality services that help NYCHA families meet their goals and maintain housing stability.

Resident Services seeks an experienced Strategic Project Manager to support the Office of the Vice President and its two main departments. Reporting to the Vice President, responsibilities of the Strategic Project Manager include but are not limited to the following:

1. Act as liaison between VP and Senior Directors, functioning as a resource for identifying problem areas and developing solutions; and ensure timely flow of information between VP and Senior Directors.
2. Serve as key member of the Resident Services team; provide strategic support and partnership to implement change management processes and execute business process improvement plans.
3. Identify and support key operational and project management processes and systems to enhance effective coordination and collaboration among the Resident Services leadership team and staff.
4. Track and evaluate metrics for the division. Review and analyze departmental operations and service delivery; make recommendations for enhancements and improved effectiveness at meeting performance goals.
5. Handle a wide range of matters of institutional importance on behalf of the VP, including budgetary and personnel matters, managing correspondence, and overseeing key projects to support the development of a strong organizational infrastructure for Resident Services.
6. Attend meetings with staff on behalf of the VP. Serve as liaison to other NYCHA departments, representing Resident Services in internal and external working groups and committees as appropriate.
7. Manage special projects as requested.
8. Perform other related duties incidental to the work listed above.

NOTE: This position requires ability to work evening/weekends as needed and ability to travel between NYCHA properties citywide.

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
