Job Description

The Division of Mental Hygiene is comprised of six bureaus and two offices that apply public health, racial justice, and health equity approaches to policy, programs, and provider oversight related to mental health, substance use, intellectual and developmental disabilities, children and families, and health promotion of people impacted by the criminal legal system. The Office of the Executive Deputy Commissioner (EDC) is responsible for leadership and coordination across the Division.

Job Description
The Office of the Executive Deputy Commissioner in the Division of Mental Hygiene (DMHy) seeks a Senior Planning Analyst to focus on community engagement and research, closely working with the Executive Director of Policy and Communications (ED).

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Coordinating the development of the Division’s four-year Local Services Plan (LSP) as mandated by the NYS Mental Hygiene Law and develop methods of monitoring and evaluating outcomes for the Bureau.

Linked to the LSP, manage the Community Services Board (CSB) and Subcommittees for the Division, including facilitating engagement and evaluations, managing quarterly meetings, member appointments/re-appointments, communications and logistics (agenda, minutes etc.), and facilitate the process for filling vacancies (as needed) in coordination with the DMHy and the Mayor’s Office of Appointments.

Conduct research and create policy briefs, memoranda, short reports, literature reviews, community feedback, and best practices for various audiences including the NYC Health Department leadership, City/State partners including legislative bodies, service providers and community members, at ED discretion.

Coordinate with the ED and DMHy to inform long-term planning needs.

Conduct tasks as assigned by the ED.

- Strong project management skills
- Excellent verbal and written communication skills including strong meeting facilitation skills
- Strong research, analytical & problem-solving ability
- Experience or familiarity with New York’s behavioral healthcare, healthcare, and/or social services systems
- Ability to work in a very fast paced environment and meet tight deadlines
- Be highly motivated and a good team player.
- Ability to adapt quickly to organizational changes/needs and work effectively with culturally diverse individuals.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
