Job Description

The Utility Field Services Division of the San Francisco Public Utilities Commission Power Enterprise is the construction and maintenance division responsible for all electric distribution, substations, street lights, and gas distribution facilities owned by the City of San Francsico.

The Maintenance Planning Manager oversees the Maintenance Planning group which is responsible for short- and long-term work planning for the Utility Field Services division within Power Enterprise. The Manager also analyzes the division’s budgetary needs on a 10-year plan, cooperates with the Asset Management group so all construction projects are reflected properly in GIS, and controls the division’s inspection program to ensure all projects meet city and state standards, such as General Order 95.

The essential duties of this position include, but are not limited to the following:

  • Work directly with the subordinate counterparts to submit electronic work orders and update the database of all electrical generation, transmission, and distribution and streetlight infrastructure facilities.
  • Make or recommend final decisions regarding policy, operations, and administrative procedures.
  • Coordinate with the City’s 311 Customer Request Program to address citizen requests and monitor the successful completion of such asset-based requests from the public and other City agencies.
  • Analyze and interpret industry benchmarks and key performance indicators to develop metrics and best practices to guide the strategic planning and evidence-based decision processes.
  • Responsible for collaboration and mutual support between the Department and other City agencies.
  • Plan, monitor, evaluate, and supervise the operation of the Maintenance Planning group and coordinate the work of the various subdivisions as well as coach subordinates to improve performance.
  • Advise and consult with section managers and meet with appropriate staff to identify and resolve problems or conflicts.
  • Participate in operating and capital budget development by providing detailed justification and persuasive arguments for proposals or initiatives; oversee and administer the division budget and direct and monitor expenditures in accordance with the approved budget.
  • Direct the preparation and maintenance of a wide variety of statistical, fiscal, and operational reports and studies; and provide executive management with an early warning and practical options to potential cost overruns.         
  • Assess fleet needs for the Utility Field Services Department and prepares budget allocations; prepare vehicle specifications and execute the procurement process.    
  • Responsible for Gas Operations for the Treasure Island legacy customers; oversee the maintenance, construction and planning of the gas operations staff; develop and monitor the 2-year budget cycle for gas operations.

The ideal candidate will have experience in field and engineering operations of an electric utility. The operations would include resource planning, work scheduling, budgeting, and leadership in emergency response and take on the role of Incident Commander or other roles in ICS, Incident Command System, in the event of a large scale incident. The ideal candidate would be able to collaborate and negotiate interdepartmentally and with third party stakeholders.

Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university; AND

Experience: Five (5) years of professional experience in electrical operations and/or construction of which 3 years must include supervisory experience; AND

License: Possession of a current valid Driver’s License

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis. Thirty (30) semester units or forty-five (45) quarter units equal one (1) year of work experience.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Selection Procedures: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: 

  • Knowledge of principles and practices of management, administration, budgeting, training and personnel management
  • Knowledge of development and implementation of policies and procedures related to the retail electric industry and customer development and services
  • Knowledge of industrial and institutional electrical systems and related computer software applications
  • Knowledge of federal, state, and local rules and regulations pertaining to electric utility, including safety rules and regulations
  • Knowledge of construction management concepts and techniques, including work planning and scheduling
  • Ability to manage, supervise, train, and coordinate staff
  • Ability to establish and maintain effective working relationships with departmental staff, representatives of other agencies and the public
  • Ability to communicate and present facts clearly, concisely and in a well-organized and effective manner, both orally and in writing, including the ability to prepare reports and documentation

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

Additional Information

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director. 

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List.
