This is a Permanent Exempt (PEX) position. This position is excluded by the Charter from the competitive civil service examination process and incumbents are considered “at will” and shall serve at the discretion of the Appointing Officer.

Job Description

Under the direction of the Executive Director, the Deputy Director of Programs provides strategic leadership and oversight for the Department of Disability and Aging Services (DAS). The Deputy Director is responsible for directing, managing, and coordinating the operations and activities of assigned divisions, including In-Home Supportive Services, Adult Protective Services, the Public Guardian, Public Conservator, Public Administrator, Representative Payee, and the Legal Team.

This position ensures the effective delivery of programs by developing, implementing, and interpreting policies; maintaining compliance with federal, state, and local laws and regulations; and promoting consistency and accountability across the department. In addition, the Deputy Director fosters collaboration with other City and County departments, community partners, and external stakeholders to advance the mission of DAS. The Deputy Director provides high-level administrative support to the Executive Director and may act on her behalf in her absence.

Essential duties and functions:

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  1. Directs and oversees management staff responsible for In-Home Supportive Services, Adult Protective Services, Public Guardian, Public Conservator, Public Administrator, Representative Payee, and the Legal Team.
  2. Serves as the named Public Administrator, Public Guardian, and Public Conservator for the County of San Francisco.
  3. Assists in the development of policies, and coordinates, implements, and interprets existing policies to ensure effective operations.
  4. Ensures compliance with Federal and State laws, regulations, and standards, and oversees the consistent enforcement and standardization of related procedures across the Department of Disability and Aging Services.
  5. Provides vision and executive leadership for the Department’s service programs, including the design, implementation, and improvement of organizational systems and structures.
  6. Models and promotes effective leadership behaviors that reflect professionalism, accountability, and ethical standards.
  7. Fosters an organizational culture that encourages innovation, continuous improvement, and the advancement of best practices.
  8. Builds consensus among diverse stakeholders, balancing competing interests to achieve shared goals and outcomes.

Qualifications

1. Education: Possession of a baccalaureate degree from an accredited college or university.

AND

2. Experience: Six (6) years of experience managing a major organizational unit or program within the field of human services delivery or human services administration with responsibilities which include evaluating, planning, directing, and controlling the activities of subordinate staff; and including program development of policies and procedures. This experience must have included supervision of professional staff.

Desirable Qualifications:

  • Master’s degree from an accredited college or university
  • Knowledge of California Probate Code, Welfare and Institutions Code, Health and Safety Code, Older Americans Act, Americans with Disabilities Act
  • Experience managing programs for older adults and adults with disabilities
  • Knowledge of principles and practices of budget preparation and administration
  • Knowledge of social services theory, principles and practices and their application to a wide variety of programs, particularly those serving older adults and adults with disabilities
  • Knowledge of principles and practices of program development and administration
  • Knowledge of operational characteristics, services and activities of a comprehensive human services or adult services division
  • Knowledge of principles and practices of conflict resolution
  • Knowledge of mediation techniques and resources
  • Familiarity with available public and private community resources

Selection Procedures

The selection process will include evaluation of applications in relation to minimum requirements. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to the interview.
