Purpose

The RSS Program Supervisor will provide programmatic oversight and direct supervision of Caseworkers in the RSS Program. The RSS Program Supervisor provides weekly supervision, technical assistance, and training to staff. The RSS Program Supervisor ensures provision of trauma-informed, strengths-based services to lead the team to develop family self-sufficiency plans and to facilitate referrals for needed services. The RSS Program Supervisor works collaboratively with other programs in the CWS Jersey City office to coordinate case acceptance, training and technical assistance, and to submit reports, as needed. The RSS Program Supervisor will have their own case load of RSS cases.

Responsibilities

Program management:

• Provide oversight of case management, ensuring timely enrollment of new clients and completion of core program tasks.
• Ensures compliance with Policy and Procedure in accordance with the program requirements.
• Elevates the visibility of the RSS program within the office and local community to increase access to services for eligible clients.
• Conduct outreach to strengthen relationships with community partners, service providers, and local systems to support client access and advocacy.
• Monitor for program compliance and timeliness of deliverables; address deficiencies in a timely manner.
• Provide data to the Program Manager for semi-annual and annual reporting to the donor.
• Prepare for and participate in audits, monitoring visits, and desk reviews from the New Jersey Office for Refugees (NJOR) and other funders.
• Participate in network meetings and activities with RSS team.

 

Team Leadership & Supervision:

• Supervise caseworkers and other program staff, providing regular feedback, coaching, and performance evaluations.
• Responsible for timely recruitment and onboarding of highly-qualified direct service staff positions.
• Supports the onboarding of new staff and works in collaboration with other program teams.
• Ensure staff meet donor requirements and satisfactory completion of pre-service training requirements in accordance with program requirements.
• Promote staff safety and well-being and participate in creating standard operating procedures and training materials that reinforce the same.
• Support staff in responding appropriately to crisis situations (abuse, trafficking, exploitation, etc.).
• Consult with the Case Assignment Officer regularly to ensure equal distribution of case load.
• Monitor individual and team performance, ensuring that staff meet program targets and quality standards.

• Maintain a case load of RSS cases.
• Other duties as assigned

Qualifications

Education:                 

Bachelor’s degree or equivalent work experience in lieu of degree

 

Experience:               

• A minimum of 5 years’ previous experience in case management programs.
• A minimum of 2 years’ previous experience supervising and managing employees.
• Previous experience in networking and building relationships across organizations or programs.
• Strong leadership, organizational, and interpersonal skills, with the ability to balance administrative responsibilities with direct service oversight.
• Strong understanding of ORR-funded programs and refugee service delivery.

• Ability to track and analyze data and adjust plans to ensure performance.                        
• Strong writing skills.
• Proficient in Microsoft Office applications.
• Experience using database for client record keeping.
• Organized and ability to work in a fast-paced, high-pressure environment.            
• Ability to work in a multi-cultural environment required.

• Ability to speak a primary language from a target population preferred but not required (such as Dari, Pashto, Ukrainian, Russian, Spanish, Haitian Creole, French, etc.).
