The Opportunity:
In this position, you will be assigned to work with the Civil Rights Division (CRT) of the Department of Justice (DOJ). CRT works to uphold the civil and constitutional rights of all Americans, particularly some of the most vulnerable members of our society. CRT enforces federal statutes prohibiting discrimination based on race, color, sex (including pregnancy, sexual orientation, and gender identity), disability, religion, familial status, national origin, and citizenship status. CRT utilizes Geographic Information Systems (GIS) to assist in enforcing civil rights laws. To increase CRT’s effectiveness to enforce civil rights laws, several sections rely on GIS administrative and technical support services for displaying and analyzing demographic, socioeconomic, and geospatial information. In your role, you will provide GIS technical and administrative support to satisfy mapping and reporting requests, gather mapping requirements from customers, and process Census information.
Responsibilities:
• Consults with stakeholders to review GIS data requirements and propose a technical approach to generate maps and other graphic designs.
• Create maps/reports and related deliverables based on customer requests, including posting maps and related geospatial data to the internal GIS Portal.
• Performs analysis, development, implementation of processing approaches and quality checks for electronic files and related mapping and geospatial services.
• Provides administrative and technical support via applying knowledge of GIS concepts, a variety of mapping software/products (i.e. ESRI’s ArcGIS Pro, Network Analyst, ArcGIS Portal and ArcGIS Online), computer graphics and demographic data products (i.e. US Census Bureau TIGER data, Census PL94-171 data and American Community Survey/ACS data) or demographic data from various sources.
• Participates in teleconferences with co-counsel, client agencies, and opposing counsel upon attorney requests.
• Performs mapping project evaluations and presents findings, recommendations, and specifications in formal reports and/or oral presentations as needed.
• Ability to obtain, extract, modify, convert, process, upload, export and perform quality accuracy assurance of complex demographic data (i.e. U.S. Census Bureau data, Government datasets, Civil Rights case-specific data) or other sources per customer specifications.
• Prepares, processes, geocodes, and analyzes large address databases.
• Determines optimum mapping routing schemas as necessary using appropriate GIS software.
• Works independently on multiple phases of complex GIS tasks with little to no assistance. May review work of others.
• Prepare system/technical documentation. Performs and supervises the technical aspects of the tasks.
• Organizes and conducts user training sessions on GIS software/products.
Qualifications:
• Undergraduate degree strongly required, preferably in the computer science or information management/technology disciplines.
• Must demonstrate substantial, hands-on, successful experience in doing the work on the geographic information systems (GIS) being used, usually at least three years of such experience.
• Must have a demonstrated ability to collaborate with other IT staff to access, utilize, or extract information from other mapping software databases.
• Familiar with other systems environments and other GIS mapping applications and specific project requirements will call for other specific sets of technical skills.
• Must demonstrate ability to analyze GIS system and mapping requirements and translate those requirements into a coherent project design.
• Requires broad knowledge of the Government's IT environments, including office automation networks, and PC and server-based databases and applications.
• Supervisory or team leader experience very useful.
• Requires excellent oral and written communication skills.
• Experience in automated litigation support very helpful.
