This position is security sensitive and subject to university guidelines and Texas Education Code §51.215, which authorizes background checks for security-sensitive positions.

Flexible work arrangements are available for this position, including the ability to work remotely. In person meetings will be required when applicable. We prefer a candidate located in the greater Austin area as travel to campus for occasional in-person events, training, team meetings, activities, etc., may be required.

This position provides a balance of life/work with typically a 40-hour work week, and travel limited to training (e.g., conferences/courses).

This position requires you to maintain internet service and a mobile phone with voice and data plans to be used when required for work.

Purpose

The Director of Data Management will provide leadership in the development and implementation of a comprehensive data governance strategy at UT Austin, ensuring alignment with the University’s strategic objectives. The primary responsibility of this role is to validate and execute the recommendations put forth by the Data Governance Taskforce, as well as to promptly address significant audit findings related to data governance and management. The Director will establish and oversee policies, standards, and procedures to ensure effective, secure, and compliant management of the University’s data assets in accordance with relevant regulations. Serving as the chair of the newly established Data Governance Council, the Director will lead initiatives to enhance data quality and integration and foster a culture of stewardship and accountability throughout the institution. Through providing strategic direction and oversight, the Director of Data Management will ensure that UT Austin’s data remains reliable, accessible to authorized users, and leveraged to facilitate informed decision-making and innovation.

Responsibilities

  • Leadership & Strategy: Develop and implement an enterprise data governance strategy aligned with the University’s strategic objectives; lead the Data Governance Council (DG Council) and ensure its effective functioning as a steering committee for data initiatives; and establish and communicate a clear vision, mission, and set of goals for data governance across all colleges and departments. 
  • Policy Development: Oversee the creation and formal adoption of a UT Austin Data Governance Policy, defining roles and responsibilities for data management; ensure the University’s data policies and practices comply with all relevant laws and regulations, including Texas Senate Bill 475, the UT Austin Information Resources Use and Security Policy (IRUSP), and UT System policy UTS-165 on information security. 
  • Data Ownership & Stewardship: Define and formalize data ownership roles by delegating authority to designated Information Resources Owners (IROs) and Information Resources Custodians (IRCs) in various units; promote a culture of data stewardship and accountability by guiding stakeholders at all levels to understand their responsibilities in managing and protecting data. 
  • Data Quality & Integration: Develop and implement a data quality assurance program to improve data integrity and accuracy; set up standards and procedures for data flow to and from the Enterprise Data Hub and oversee data integration and interoperability projects to break down silos and ensure cohesive data management across systems. 
  • Data Access & Security: Implement role-based data access controls to protect sensitive information and ensure that users have appropriate data access; design and roll out a formal, University-wide data access request process (using a common platform such as ServiceNow) to streamline how researchers and staff request and obtain data, in compliance with privacy and security policies. 
  • Training & Education: Develop and deliver regular training programs (e.g., semiannual workshops or online modules) on data privacy, data security, compliance requirements, and best practices in data management; raise awareness and fluency in data governance among faculty, staff, and data stewards to foster continuous improvement in data handling practices. 
  • Monitoring & Evaluation: Establish metrics and conduct periodic reviews or audits of data governance practices to ensure compliance with university policies and identify areas for improvement; prepare and present annual (or quarterly) reports to university leadership summarizing data governance activities, progress made, audit remediation status, and future goals. 
  • Initial Priorities: In the near term, the Director of Data Management is expected to form the Data Governance Council and convene its first meeting, finalize the draft UT Austin Data Governance Policy for approval, define University-wide data ownership assignments (in consultation with executive leadership), implement the new data access request system, initiate role-based access controls in key systems, and document procedures for enterprise data flows. These immediate actions will jump-start the data governance program and address the most pressing audit action items. 
  • Perform other related functions as assigned.

Required Qualifications

  • U.S. Citizen, resident, or officially recognized asylee - Applicant selected will be subject to government security investigation and must meet eligibility requirements for access to classified information at the level appropriate to the project requirements of the position.
  • Bachelor’s degree in information management, data science, computer science, or a related field.
  • Minimum of 5 years of professional experience in data governance, data management, or a closely related area, with a record of accomplishment of increasing responsibility. 
  • Proven strong leadership and strategic planning skills, including experience developing and executing data or IT strategies at an enterprise level. 
  • Demonstrated verbal and written communication skills, with experience collaborating across various stakeholder groups, including both technical and non-technical audiences.
  • Knowledge of and experience ensuring compliance with data-related regulations and policies, such as SB 475 (Texas state requirements), UT Austin’s IRUSP, UT System UTS-165, and relevant federal laws (e.g. FERPA, HIPAA).  
  • Hands-on experience with data quality initiatives, data integration projects, and implementing data security/privacy controls in a complex organization. 
  • Strong analytical and problem-solving skills with the ability to assess risks, interpret audit findings, and formulate effective solutions for data governance challenges. 

Equivalent combination of relevant education and experience may be substituted as appropriate.

Preferred Qualifications

  • Master’s degree or Ph.D. in Information Systems, Data Science, Business Administration, or a related field.
  • Senior leadership experience establishing or managing data governance programs in a large, decentralized organization, preferably in higher education or a research institution of comparable scale.
  • Professional certifications in data management or governance (e.g., Certified Data Management Professional (CDMP), Data Governance & Stewardship Professional) or related IT governance certifications.
  • Demonstrated success in change management and leading organizational culture shifts related to data practices.
  • Familiarity with modern data governance tools and platforms (such as data cataloging, metadata management, data quality tools, etc.), and experience with business intelligence or analytics platforms is a plus.
  • Knowledge of University of Texas at Austin’s administrative data systems and processes, or of Texas state data management requirements, is a plus (not required).

Salary Range

$175,000 + depending on qualifications

Work Shift

  • Monday – Friday, flexible between 7am-6pm. This role may require occasional work outside normal business hours to meet deadlines or address urgent issues.

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
