We’re currently recruiting for a Civil Engineer Supervisor – Surface Water. The primary responsibilities for the job are to direct, manage, supervise and coordinate programs related to surface water capital improvement projects, grant-funded water quality projects, and developer projects. Supervise, plan and coordinate the activities of stormwater utility engineering staff in the review and design of stormwater utility and water quality projects including compliance programs required by State and Federal stormwater regulations.

At this time, this position is eligible for telework for up to 2 days per week. As with all routine telework positions, employees may be required to come into the office on occasion based on business needs. Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the City cannot support ongoing telework from other locations.

This is a full-time, regular, exempt non-union position. The schedule for this position is M-F, 8am to 5pm.

Job Details

Essential Functions:

  • Manage programs for compliance with State and Federal regulations and engineering standard practice as it relates to stormwater utility systems, including NPDES and UIC compliance.  Responsibilities include setting program priorities, developing standard engineering procedures, and revising ordinances for compliance. Establish and maintain policies/procedures and supervise staff to ensure timely compliance with State and Federal requirements.
  • Managing and designing capital stormwater projects and supervising others to manage and design capital improvement projects including grant-funded projects. Duties include; developing and overseeing the development of plans, specifications, cost estimates, and bid documents for system improvements; preparing staff reports for City Council; working closely with operations and construction staff to provide technical support in solving problems; developing RFQ’s and administering consultant contracts; managing engineering consultants; coordinating with State roadway departments, other utility agencies, and other City departments for project development, design, costs, and scheduling; navigating various permitting processes to obtain permits for construction in compliance with all local, state, and federal laws and regulatory codes.
  • Provide review and recommendations to managers in the development of regulatory planning documents such as the annual Stormwater Management Program Plan and the six-year capital improvement program to meet future requirements over the next 20-years to determine where system improvements are needed.
  • Provide oversight and direction to stormwater utility staff in review of developer plans, reports and specifications for public works projects, focusing on stormwater. Provide engineering direction to development review process, including attending hearings, pre-application conferences, and planning commission meetings. Provide comments for staff reports addressing applicable codes and federal, state, and local regulations. Work with the Community and Economic Development Department on approvals. 
  • Hire and manage specialized consultant contracts, including on-call contracts.  Prepare requests for proposals for Engineering and other professional services; and Invitations to Bid for public works projects related to surface water system design and operations.
  • Coordinate all program activities with other agencies and departments as needed. 
  • Direct and supervise staff within the stormwater engineering team.  Conduct performance evaluations, coordinate training, work with employees to correct deficiencies, and implement hiring, discipline, and termination procedures.  Recommend, within departmental policy, appropriate service and staffing levels.
  • Oversee staff in the preparation of engineering designs, specifications, costs and quantity estimates of public works projects; obtain required easements or permits for Stormwater construction. Prepare request for proposals and bids; review contract bids and proposals; manage coordination and review of consultant’s design work.  Coordinate with GIS staff and oversee prioritization of Stormwater projects related to areas of responsibility.
  • Provide highly responsible and complex staff assistance to the Surface Water Engineering Program Manager.
  • Work with staff to ensure that projects are being completed on time and on budget.
  • Attend construction progress meetings and act as an engineering support liaison during project construction.
  • Work closely with Asset Management team to create and implement an asset management plan for the surface water system. Use this plan in determining projects needed in the Capital Improvement Plan.
  • Perform other duties and responsibilities as assigned.

Qualifications

Experience and Education

  • Five (5) years of increasingly responsible professional civil engineering experience, including at least two years of lead supervisory and project management responsibility.
  • Equivalent to a Bachelor's Degree in civil or environmental engineering from an accredited college or university with the major course work in civil engineering or a related field.
  • Equivalent combinations of education and experience may be considered.

Computer Skills

  • Intermediate skills in Microsoft Office

Required Licenses and/or Certifications

  • Possession of Professional Civil Engineer license in the state of Washington OR Washington Professional Civil Engineer’s license by reciprocity from another state within 12 months.
  • Valid Driver’s license

Knowledge

  • Principles of supervision, training, and performance evaluation
  • Principles and practices of civil engineering and administration
  • Specialized knowledge of stormwater utility systems for water quality and quantity
  • Principles and practices of stormwater system design
  • Terminology, methods, practices, and techniques used in technical civil engineering report preparation
  • Principles of mathematics as applied to engineering work
  • Principles and practices of project management
  • Permitting requirements related to the construction of utility projects at the City, County and State level
  • Pertinent federal, state, and local laws that pertain to: Civil Engineering and municipal surface water management
  • Modern office procedures, methods, and computer equipment
  • Use of personal computers and basic software

  • Prepare and maintain technical civil engineering records and prepare comprehensive reports
  • Compile rough technical data and prepare statistical and narrative reports from field studies
  • Develop, review and modify civil engineering plans, designs, and specifications
  • Manage multiple projects and priorities
  • Exercise professional engineering judgment to achieve results consistent with objectives
  • Operate a personal computer and appropriate software
  • Work in a manner consistent with the City of Vancouver’s Operating Principles
  • Work and act as a team player in all interactions with other City employees
  • Provide a high level of customer service at all times
  • Project and maintain a positive image with those contacted in the course of work
