Job Description Summary

Organization's Summary Statement:

The Regional Director role for the Corridor SBDC Region, which encompasses Anne Arundel, Howard, Prince George’s, and Montgomery counties.

The Regional Director oversees the overall management of this region and plays a critical role in advancing the mission of the Maryland Small Business Development Center Network (SBDC). This includes ensuring compliance with all operational aspects of the program and actively contributing to the design, deployment, and integration of the SBDC’s strategic plan.

Job Responsibilities:
Supervision and Decision-Making: Responsible for overseeing a team of consultants dedicated to delivering high-impact services to counties, enhancing service delivery and community engagement throughout the region.

Responsible for guiding both the financial and programmatic direction of the region’s small business support initiatives. Oversee key financial functions—including budget management, grant compliance, and spending authority. Conduct strategic planning, design and deliver impactful programs, supervise staff, and foster strong community engagement.

Manage independent strategic decision-making and oversight of operations spanning multiple counties. This includes leading program development, ensuring cohesive regional coordination, and fostering collaboration across regional and state-level partnerships.

Resource Partner Management: Collaborate with a network of resource partners that support small business development, innovation, and economic growth. Manage a leadership role that blends strategic vision, community engagement, business partnership, and oversees grant projects.

Design sustainable programs, implementing growth initiatives, leveraging data and research, securing and managing funding, developing partnerships, monitoring budgets and expenditures, building strong relationships, and staying ahead of trends.

Compliance and Budget Oversight: Ensuring SBDC meets quality benchmarks for advising and training services, monitoring how grant money is spent, including matching fund requirements and allowable costs, reporting & documentation.
Consult with the compliance team to ensure the regions' budget aligns with federal, state, and university funding requirements. Make operational decisions set by the Lead Center and funding agencies.
Manage the Regional operational budget that supports multiple consultants, training events, and outreach efforts.

Program Development: Develop Core Business Development Programs, Strategic Growth & Expansion Programs, Innovation & Technology Commercialization, and Specialized & Inclusive Outreach Programs.
Use a multi-layered approach of tools to assess market demand for small business clientele.
Work closely with Lead Center, U.S. Small Business Administration, and EDC's to align with strategic goals to maximize impact and support small businesses effectively. 

Reporting Responsibilities: Prepare performance reports, economic impact reports, and semi-annual performance reports to ensure transparency, accountability, and strategic growth for stakeholders. Utilize key tools and systems to generate and manage reporting data.

Preferences: Master's preferably (MBA)

Physical Demands: The position necessitates the ability to navigate freely across office environments, community settings, and program sites, with extended periods of sitting during meetings and administrative duties. Effective verbal and written communication skills are critical, as is the ability to hear and engage in conversations. Strong visual acuity is required for tasks such as data analysis, transcription, computer-based work, and extensive reading. Minimal travel is expected to support client visits, outreach efforts, training sessions, and participation in statewide and national conferences, which may involve driving or arranging transportation. The role also demands sustained mental focus, sound decision-making, and the ability to manage multiple priorities and meet deadlines efficiently.

Licenses/Certifications:

Minimum Qualifications

Education: Bachelor’s degree from an accredited college or university.

Experience: Ten (10) years of professional program management experience.

KNOWLEDGE, SKILLS, & ABILITIES:

Knowledge of business acumen to understand key business drivers, organizational communications, and data.
Knowledge of organizational and unit performances measures.
Knowledge of the impact and implications of decisions on leadership objectives.
Skill in oral and written communication.
Skill in data analytics and negotiation.
Skill in the use of Microsoft Office products.
Ability to research information and analyze/synthesize complex data and information to create reports and presentations with valid conclusions derived from various sources.
Ability to exercise independent judgment and discretion.
Ability to develop and administer new policies and procedures.
Ability to interpret and apply policies, procedures, regulations, and laws.
