The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.

Responsibilities:

GENERAL PURPOSE
Ensures compliance with the federal Jeanne Clery Campus Safety Act (Clery Act). Works collaboratively with various University offices, local law enforcement agencies, fire, and associated campus enforcement agencies to manage the interpretation of associated regulations, develops required compliance reports, and interprets and explains what the statistics mean for the University and Medical Center. Defines the University-wide Clery geography, policy, and procedures. Manages the auditing, annual communication plan, and creates and facilitates training for institutional stakeholders. Develops and leads the ancillary campus security authority program, identifying, training, and developing selected individuals to assist in implementing and managing the institution’s Timely Warning Program and emergency notifications. Acts as the Recording Secretary for the Clery Compliance Committee.

ESSENTIAL FUNCTIONS

  • Maintains expert-level knowledge on existing and emerging Clery regulations and interprets compliance requirements to oversee program inquiries and needs.
  • Manages the coordination between the appropriate campus departments to ensure compliance with the Higher Education Act Fire Safety regulations.
  • Works with the institutional Public Safety Records Division to ensure proper classification of crime incident reports. 
  • Manages routine audit activities to ensure ongoing compliance with Clery requirements. 
  • Works with the Office of Student Affairs, Human Resources, Title IX Office, Real Estate, General Counsel, Communication, Environmental Health and Safety, and Office of Residential Life to ensure compliance with Clery and related federal and state regulations.
  • Works with various institutional offices to ensure compliance with the implementation and disclosure requirements.
  • Develops, audits, and maintains the required polices for Clery Act (including the Violence Against Women Act) and Fire Safety.
  • Develops and manages the annual communication plan, including notices announcing the availability of the Annual Security and Fire Safety Report and ongoing program activities and awareness.
  • Coordinates with the sergeants and investigator (or appropriate sworn/non-sworn personnel) to ensure that the disposition of all crime reports is updated within 60 days to ensure Clery compliance.
  • Assists in the preparation and publication of the University-wide Annual Security and Fire Safety Report.
  • Gathers crime and disciplinary referral data from various internal and external sources, such as the Office of Student Conduct and local law enforcement agencies. 
  • Sends annual request for crime statistics to all Campus Public Safety Authorities each year and works with the appropriate University Departments to identify and notify all Campus Security Authorities of the institution of statistics. 
  • Coordinates with the Real Estate and Accounting offices and the Student Life Office to maintain an accurate list of buildings and properties owned and/or controlled by the institution and/or recognized student organizations.
  • Works with counseling and psychological services and Student Health Services (or similar advocacy center) to gather statistical data related to crimes disclosed to those offices.
  • Develops and leads the University-wide campus security authority program (potentially greater than 1000 individuals), including identification of CSAs, training, developing reporting mechanisms, and program audit activities. Responsible for implementing and managing the institution’s Timely Warning program and emergency notifications.
  • Manages and maintains records for all Clery Act-associated activities and ensures the institution maintains accurate records on security awareness and crime prevention programs and presentations.
  • Serves as the Recording Secretary for the Clery Compliance Committee and the Working Group.
  • Organizes meetings, including recording, posting, and circulating minutes, and publishing and distributing the annual deliverables defined in this charge.
  • Provides, facilitates, and/or coordinates training for institutional “Campus security authorities” and key institutional stakeholders on Clery Act requirements.

EDUCATION & EXPIRIENCE

  • Bachelor’s Degree in Communications, Criminal Justice, or Emergency Management, or related field and 3 years of work experience required.
  • Or equivalent combination of education and experience.
  • Previous experience complying with the requirements of the Clery Act required.
  • Familiarization with Title IX preferred.


KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and associated regulations required.
  • Knowledge of editorial standards and practices preferred.
  • Skill in analyzing organizational problems and identifying effective solutions preferred.
  • Skill in expressing ideas and information clearly, concisely, and accurately, both verbally and in writing preferred.
  • Ability to stimulate changes in individual, institutional, and corporate behaviors to create a more compliant environment preferred.


LICENSES & CERITIFICATIONS

  • Completion of advanced Clery Act training preferred.
  • Attainment of the National Association of Clery Compliance Officers & Professionals (NACCOP) Clery Compliance Officer Certification preferred.
