Overview

Job Title:  Data AnalystLocation:  Dededo, Guam Introduction:Rivet Operations Company is seeking a highly skilled Data Analyst to support Naval Computer and Telecommunications Station (NCTS) Guam. This position is responsible for planning, analyzing, and optimizing telecommunications and IT systems to ensure secure, reliable, and mission-ready communications for Navy operations across the Indo-Pacific region. The ideal candidate will possess strong technical expertise in both telecom infrastructure and computer systems, with experience working in Department of Defense (DoD) environments.

 

Key Responsibilities:• Develop, review, and maintain telecommunications plans, diagrams, and documentation for voice, video, and data systems.• Perform GIS database implementation and management. Manage existing GIS OSP data. Capture and database new GIS OSP data. • Perform GIS database reporting. Create maps and graphics using installed ESRI ArcGIS systems, GIS databases, and legacy OSP data. • Implement and maintain ESRI ArcGIS version 9 and version 10 software installations. • Work with Navy enterprise GIS systems such as Naval Facilities Engineering Command (NAVFAC) GeoReadiness System (GRX) and NAVFAC GIS personnel to develop reports on Guam BCO OSP data, and implement and maintain Guam BCO OSP data. • Perform OSP planning and reporting. • Plan and coordinate network infrastructure projects, including upgrades, expansions, and system integrations.• Evaluate technical specifications to ensure compliance with DoD, Navy, and DISA communications and IT standards.• Conduct site surveys and support installation planning, implementation, and cutover activities.• Ensure cybersecurity compliance, including system hardening, security patching, and Risk Management Framework (RMF) requirements.• Maintain accurate records of infrastructure assets, cable plant diagrams, configuration baselines, and Standard Operating Procedures (SOPs).• Collaborate with engineering teams, program managers, and Navy stakeholders to align solutions with mission objectives.

Responsibilities

Qualifications:• Experience in telecommunications planning, IT systems analysis, and/or network operations.• Familiarity with Navy and DoD communications and IT standards, including VoIP, fiber optics, secure communications, and RMF compliance.• Proficiency with design and documentation tools (AutoCAD preferred) and system administration utilities.• Strong troubleshooting and problem-solving skills across telecom and IT domains.• Excellent organizational, technical writing, and communication skills.• Associate's Degree in Computer Science, Information Technology, or related discipline is preferred.• 2+ years of experience performing Data Analyst related functions. Other Requirements: • Personnel shall possess a valid Guam driver’s license to operate a motor vehicle on Guam.
