Benefits to You

  • We pay 95% to 99% of medical insurance premiums for full-time employees, including mental health coverage.

Location Highlights

Portland, Oregon, was founded in 1845 (incorporated in 1851). It is the state’s largest city and the county seat for Multnomah County. It is named for Portland, Maine. It is situated at the confluence of the Willamette and Columbia Rivers. Recreational activities include numerous museums (including OMSI), parks (including Forest Park, largest wilderness park in city limits in the nation), hiking (including in-city hiking trails), restaurants (including food carts), Mt. Hood (about 50 miles east), and much more. Portland is home to three major sports teams: Trail Blazers (NBA), Timbers (MLS), and Thorns (NWSL).

Court Highlights

The Fourth Judicial District is the largest in Oregon. The Multnomah County Circuit Court is responsible for approximately 500,000 new case filings and more than 3,000,000 document filings each year, including felony, misdemeanor, domestic relations, juvenile, probate, and civil cases. The Multnomah County Circuit Court serves as the municipal court for the cities of Portland and Gresham, handling small claims, landlord/tenant matters, and parking, traffic, and transit violations. The circuit court has more than 320 staff, including 14 hearings referees and 38 elected judges, working at four courthouse facilities in Multnomah County.

Four Information Technology (IT) departments make up the Multnomah County Circuit Court IT division and support the work of the circuit court: Technical Infrastructure and Specialized Services, Applications Training and Data Analysis, Desktop Support and Help Desk, and IT Design & Development.

This position is part of the IT Design & Development department. The department identifies and guides court process improvements through automation. With expertise in custom web development, SharePoint administration, database design, data transfers, systems integrations, and data collection, reporting, and visualization, this team designs, implements, and maintains core technology solutions.

Position Highlights

We are hiring an Application Developer (Information Technology Specialist).

Your role will be to provide the highest tier of technical support for Multnomah County Circuit Court custom applications, which includes monitoring, troubleshooting, and maintaining the court’s automated processes. Your teammates will rely on you to query databases and build reports. The position requires a commitment to understanding the business needs that drive custom development and working within technical requirements to translate those needs into program features. Proposed technological solutions must be sustainable, and the complex ideas driving those solutions need to be communicated in an understandable way. You will anticipate impacts on the organization and communicate in advance with those who are impacted. You are expected to independently manage the complete project life cycle on all assigned tasks. Preparing written documentation, analysis, and technical recommendations will be an important part of your job.

You will work as part of a development team, prioritizing projects together, and cross-training to back each other up. You will also routinely work with others outside the development team, mentoring other IT teammates and collaborating with nontechnical project team members. You will work with court staff and judges, IT specialists, public and private sector agencies, and members of the public.

This position utilizes a variety of software development tools including, but not limited to, Open-Source Libraries, Microsoft Visual Studio, Microsoft SharePoint, PowerShell, Microsoft IIS, and Microsoft SQL. Programming languages may include SQL, PHP, Javascript, and C#.

Minimum Qualifications

The qualified candidate must have a bachelor’s degree in computer science, information technology, management, public administration, or a related field.

AND

At least four (4) years of technical experience in the duties and infrastructure support required for the position.

OR

Any combination of education and experience equivalent to eight (8) years of experience that typically supports the knowledge, skills, and abilities for the position.
 

Special Qualifications

You must have a current driver’s license and an acceptable driving record.

Requested Skills and Attributes

  • Proficiency with Microsoft SQL Server Management Studio or equivalent reporting tool.

  • Experience with Microsoft Visual Studio.

  • Experience with Microsoft BizTalk.

  • Demonstrated reliability in a work environment with a high degree of independence.

  • Demonstrated understanding of when to elevate an issue to a supervisor or manager. 

  • Demonstrated attention to technical detail.

Working Conditions

  • This is a full-time position, and the typical work schedule is 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per workweek.

  • Occasional after-hours work may be required.

  • Travel to other Multnomah court facilities and to OJD’s offices in Salem will be required for meetings and training events.

  • Frequent email, phone, video, and in-person contact with people from diverse backgrounds.

ADDITIONAL INFORMATION
Parking

Multnomah County Circuit Court does not provide parking for the central courthouse or justice center staff. Daily parking is available across SW 1st St from the central courthouse (monthly parking is limited). Another option is the Douglas Garage at 1835 S River Dr, Portland, OR 97204. Parking cost is $165/month and is a half-mile from the courthouse and justice center.
