This position is permanent, full-time, and represented by SEIU.
Per the SEIU CBA for OHCS represented positions, applicants who are current OHCS employees will be considered and interviewed before external applicants.

The person in this position will regularly develop standard public contracts and solicitations, including subrecipient grant agreements, that follow existing models and use current agency templates.
Three years’ paraprofessional or technical-level experience in a related field such as general business, accounting, contracts, purchasing, or project administration support.

A bachelor’s degree will substitute for the experience.
A one-year certificate in supply chain, logistics management, procurement, or a related field will substitute for one year of experience.

Knowledge of the implications of the contracting process.
Coordinate and obtain review and approval of agreements. Interpret funding guidelines, regulations and policies and apply them to the development of agreements.
Develop informal solicitations, and standard contracts/agreements, including terms, conditions, and procurement specifications.
Ability to interpret related rules and policies and advise agency staff on correct contracting methods and processes.
Ability to handle heavy workloads and complex situations.
Experience promoting diversity, equity, and inclusion principles and practices in the workplace.

Oregon Housing and Community Services (OHCS) is Oregon’s housing finance agency. We provide financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate incomes. OHCS’ Operations Division is comprised of sections that support the agency to achieve its mission. This includes grants & procurement services, information systems, project management, and business operations services. Work performed in this division ensures equity, accountability, transparency, stewardship, and security of state resources.
The Procurement and Grant Compliance Section includes grants, financial monitoring & compliance, and procurement & contracts. Key program areas of the agency rely on community partners serving low-income Oregonians, and grants and contracts are critical to this success to ensure resources reaching low-income Oregonians. This section ensures accountability and stewardship of resources.
