The Business and Fiscal Services Division (BFSD) is part of the Office of the State Court Administrator within the Oregon Judicial Department (OJD). BFSD is responsible for the business management of OJD, and our principal activities include budget preparation and administration, procurement, financial reporting, coordination of department accounting activities and operations, mandated and grant expenditures, risk management, and fixed asset management, reporting, and control.

Position Highlights
The Office of the State Court Administrator's Business and Fiscal Services Division (BFSD) in Salem, Oregon, is hiring a Budget Analyst.
In this role…
You will support your assigned courts and OSCA divisions with their budget development, allocation, and execution. You will prepare a variety of specialized reports, develop biennial budget allocations for staffing and supplies, and provide ongoing budget monitoring to compare actual expenditures against allocations and spending plans. You will analyze spending plans and patterns and will help managers make adjustments to meet their budgetary and operational goals.
Additionally, you will provide budget support during OJD’s hiring process. You will analyze the fiscal impact of all legislatively approved budgeted and non-budgeted positions and will track and report staffing expenses. You will analyze and report cost projections for current employees and potential new hires, as well as the impacts of hiring decisions and compensation changes. Using Workday, our Human Resource Information System, you will run staffing reports and provide position management. You will also report position vacancies to the Oregon Department of Administrative Services.
During legislative sessions, you will help prepare and analyze fiscal impact statements. You will help develop the Chief Justice’s recommended budget by analyzing and recommending budget proposals and developing related narrative information and fiscal data. You will provide fiscal cost modeling for grants and reports as needed. You will also provide budget analysis and support to OJD’s leadership team as requested. You will spend part of your time conducting ad hoc financial analyses for the Budget Officer and BFSD Director.
Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

The qualified candidate must have a bachelor’s degree in business, finance, accounting, or a related field.
AND
At least three (3) years of increasingly responsible professional-level experience that typically supports the knowledge, skills, and abilities required for the position.
OR
Any combination of education and experience equivalent to seven (7) years of experience that typically supports the knowledge, skills, and abilities for the position.
