Northrop Grumman Space Systems – Propulsion Systems (NG) is currently seeking a Program Manager – SWFPAC Site Support in the position of SWFPAC Site Support for the D5 Trident II Program in our Propulsion Systems Division (PSD) team supporting several locations.

This position will be located at the Strategic Weapons Facility, Pacific (SWFPAC), located in Bangor, Washington. Some travel to other Northrop Grumman sites (mainly in Utah) and to the Strategic Weapons Facility, Atlantic (SWFLANT) will be required as well.

Role description & Responsibilities:

The Program Manager will support the NG D5 programs in support of Lockheed Martin’s (LM) production of the Trident II missile D5 Program on site at SWFPAC. The site support will provide daily engineering and reliability evaluation for all three stages of rocket motors that are used in the Trident II (D5) weapon system at SWFPAC. These duties involve performing activities related to assembling, disassembling, transporting, handling, inspecting, HECT related issues, and repairing all Fleet Ballistic Missile propulsion subsystem components and associated ground handling support equipment in accordance with established missile system procedures, including on-boat inspections as required by LM engineering.  NG site personnel provide critical coordination with LM engineering, Navy, and factory personnel on all motor discrepancies/issues. All nonconformances that are propulsion related issues are dispositioned by NG site personnel because of the knowledge and expertise in the areas of motor design from a reliability, safety, quality, and technical aspect.  NG observations during production operations are geared toward ensuring that motor performance is not compromised and that all work is done in a safe manner.

Constant interfacing is required with Navy, LM, and NG personnel on a daily basis. This interchange ensures information concerning missile, motor, or component problems are discussed with the appropriate personnel, thus ensuring timely and accurate disposition of motor nonconformances.

Support also includes motor receiving, shipping support (visual inspections and data logger reviews), and motor disposal activities.

Job Duties:

The Program Manager has the job duties listed below and is ultimately responsible for:

Program Execution

  • Execute the program successfully by supporting the D5 Program in asset management support, contribute to the overall safety, quality, schedule, technology and cost control

  • Perform site support activities in accordance with established processes and procedures

  • Support budget management including: Variance analysis, ETC reviews, risk/opportunity assessments, and maintaining budgeting controls

  • Continuously drive for results and challenge the status quo

  • Have the capacity to understand people and provide communication support between internal and external customers

  • Have proven ability to influence others

Company-Customer Interface

  • Represent Northrop Grumman as a company (bringing the Northrop Grumman message to the customer; and integrating knowledge of the spectrum of Northrop Grumman capabilities with understanding of customer needs to promote Northrop Grumman)

  • Service the customer by executing the program and resolving issues in accordance with business objectives, strategy, legal requirements, regulations, contract terms, and company policies

  • Balance the interests of the customer, Northrop Grumman, and employees. 

  • Manage program participation in integration working group meetings

  • Contribute to and participate in regular program status meetings with the customer

Program Team Management

  • Possess the proven ability to provide verbal and written information clearly, succinctly, and persuasively

  • Understand and manage change to the program baseline

  • Meet master program plans and schedules by identifying and assessing risks, and initiating necessary corrective actions

Schedule Management

  • Ensure that the programs are on schedule to the program milestones

  • Understand Integrated Master Schedules, Integrated Factory Schedules and be able to safely adhere to schedules supporting the Trident II fleet needs

Financial Performance

  • Contribute to the Overall budget management within the program/s and participate in business management reviews

  • Assist in forecast of financial performance

  • Align program actions and communications to achieve maximum fee

Contract Structure & Pricing

  • Assist in negotiating contracts, contract changes, contract pricing, contract terms and resolution of contract issues

Technical Performance

  • Drive technical excellence by setting program standards, working closely with Program, the technical team and VSETs, balancing risk, and delivering performance

Business Development 

  • Assist in the preparation of follow-on proposals and change proposals to ensure they meet NG business strategy, are compliant, respond to customer needs, and provide a proper base for successful negotiations and program performance

Education and Required Skills/Experience:

  • BS degree in Engineering (preferred) Business or Finance

  • 5 years of experience in manufacturing environment and at least 2-3 years of experience in leading multiple teams and previously managed projects (e.g.: Technical lead, CAM, PM)

  • Effective Communication

  • Familiarity with rocket motor manufacturing processes

  • Ownership mentality

Preferred Experience:

  • Technical background

  • Long range planning

  • Familiarity with D5 manufacturing processes

  • Familiarity with NG rocket motor manufacturing operations (Clearfield, Promontory, and/or Bacchus)

  • Experience in managing suppliers

Additional Requirements:

  • Ability to obtain a Secret Clearance

  • On site full-time

  • Travel less than 10% time (customer meetings, training, technical support)

Primary Level Salary Range: $124,000.00 - $186,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
