- In-depth knowledge of NISPOM (32 CFR Part 117), IC Security Manuals, and DoD security regulations
- Experience with collateral, SCI, and Special Access Program security requirements
- Program protection and SCIF/ICD 705 planning and oversight
- Familiarity with DCSA processes and systems (DISS, NBIS, NISS, STEPP)
- COMSEC management and custody experience
- Insider Threat program implementation and counterintelligence awareness
- Strong written and verbal communication; ability to advise senior leadership
- Proficiency with Google Suite and Microsoft Office
Responsibilities
- Lead establishment and maintenance of DoD Facility Clearance (FCL) and ongoing liaison with DCSA and USG customers
- Develop, document, and enforce DoD/IC security policies, procedures, and Standard Practice Procedures
- Oversee personnel security lifecycle including clearances, adjudications, and DD-254 tracking
- Define and implement program protection requirements for payload processing, facilities, teams, and infrastructure
- Implement and serve as Insider Threat Program Senior Official, and manage insider threat activities
- Manage physical security, badging, facility access, and COMSEC custody/accountability
- Plan and oversee SCIF construction and ICD 705 compliance
- Create and run security awareness and training programs for all required topics
- Develop and run self-inspection programs to meet DCSA requirements
- Support proposals, program execution, budgets, and security inputs for business development
- Perform other duties as required to maintain enterprise security posture
Education
- Bachelor’s degree OR 12 years of direct security experience in lieu of degree
- Facility Security Officer (FSO) certification required
- COMSEC custodian certification is a plus
