This position is posted by Jobgether on behalf of a partner company. We are currently looking for a Program Manager - Emerging States in the United States.

This role is responsible for leading the implementation of Extended Producer Responsibility (EPR) programs in states with recently passed legislation, ensuring operational excellence while leveraging national services. You will manage program planning, coordinate stakeholders, support producers and service providers, and drive compliance efforts. Acting as the primary point of contact in emerging states, you will engage regulators, local governments, and advisory committees to align objectives and advance program success. This position also includes financial management, board engagement, and strategic decision-making to optimize operations and system performance. The role requires strong leadership, analytical skills, and the ability to manage complex initiatives across multiple stakeholders in a dynamic environment.


Accountabilities:
  • Develop and execute program plans for emerging states, coordinating national team resources to meet operational and compliance objectives.
  • Support producer engagement, registration, reporting, and compliance, providing guidance and tools to facilitate participation.
  • Manage service provider registration and support, ensuring understanding of reporting requirements and operational alignment.
  • Engage stakeholders, including regulators, local governments, advisory committees, and the community, to secure approvals and build productive relationships.
  • Oversee board engagement and governance activities, including agenda setting, meeting preparation, and driving effective decision-making.
  • Manage program finances, including budgeting, forecasting, cost management, and leveraging national resources for efficiency.
  • Coordinate input on regulatory materials, needs assessments, and draft rulemakings to ensure alignment with emerging state requirements.
Requirements:
  • Bachelor’s degree required; Master’s degree in a relevant discipline or equivalent business experience is a plus.
  • 10+ years of relevant experience in waste, recycling, or related industries with demonstrated leadership in program management.
  • Experience with board management and nonprofit organizations is preferred.
  • Proven track record in program implementation, strategic planning, and cross-functional leadership.
  • Strong financial management skills, including budgeting, forecasting, and cost optimization.
  • Outstanding communication, interpersonal, and stakeholder engagement skills, including with governmental agencies and officials.
  • Ability to work in a dynamic, fast-paced environment with flexibility and adaptability.
  • Strong analytical, reporting, and presentation skills with the ability to simplify complex information.
  • Must be able to register as a lobbyist in relevant states.
  • Valid driver’s license with a clean driving history required.
