Job Description

The Oklahoma Medical Marijuana Authority (OMMA) is seeking a full-time Patient Licensing Manager. This is a state position governed by the Civil Service Rules, in state government located in Oklahoma City, OK.  OMMA offers a comprehensive benefits packet, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. The annual salary for this position is based on education and experience.

Basic Purpose

The Patient Licensing Manager oversees the daily operations of the Patient Licensing department. This position provides direction to supervisors, trainers, and front-line staff to ensure an efficient and effective method of processing for all OMMA patient applications in accordance with state law and agency rules. The Patient Licensing Manager is responsible for troubleshooting technical issues and offering analysis and solutions to the Director of Patient Licensing. This position is key to successfully implementing program mandates.

Typical Functions

  • Provide strategic oversight and daily management of Patient Licensing operations to ensure timely, accurate, and compliant processing of all applications in accordance with state laws and rules.

  • Identify and implement system and procedural improvements to maintain alignment with evolving legal and operational standards.

  • Lead training initiatives to ensure all team members are well-versed in current laws, regulations, and standard operating procedures; routinely update training materials to reflect any changes.

  • Collaborate closely with the Chief Technical Officer and designated stakeholders to ensure smooth, secure, and responsive use of licensing platforms and related technologies.

  • Prepare administrative reports, policy documents, and other departmental materials with a focus on accuracy and confidentiality.

  • Support customer service functions involving sensitive or confidential information while maintaining compliance with data privacy standards.

  • Track, analyze, and report on program performance metrics; deliver insights and recommendations to senior leadership and the public as needed.

  • Serve as the primary liaison in addressing complaints, inquiries, and complex licensing issues in a timely, solutions-focused manner.

  • Other duties as assigned.

Education and Experience

Education and Experience required at this level consists of a Master’s degree and one year of professional experience; or a bachelor’s degree and two years of professional experience; or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.

Preferred Qualifications

  • Master’s degree in public administration, healthcare administration, business, or a related field. 

  • A minimum of 2 years progressive leadership experience, managing or supporting a regulated licensing program. Preferably in a regulatory, healthcare, government, cannabis, or public safety context, with a proven record of team management and operational oversight. 

  • A minimum of 2 years of experience executing administrative principles, including data analysis, program evaluation, and performance-based decision-making. 

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills, and Abilities required at this level include knowledge of agency policies and procedures; of all state and federal legislation related to assigned agency programs; and of supervisory principles and practices.

Ability is required to supervise and evaluate personnel and program performance; to communicate effectively, both orally and in writing; to interpret and apply policy material; and to maintain effective working relationships with others.

Physical Demands and Work Environment   

Work is typically performed in an office setting with a climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms.  This position requires long periods of sitting and daily use of computer and phone.
