This role will serve as the key/lead resource responsible for leading design improvements, modernization, and migration activities for the State of Minnesota’s enterprise identity solution — LoginMN.
This position will oversee the technical direction, architecture, and delivery of solutions within the Azure B2C-based .NET environment, including integration with Azure Entra External ID, Oracle Access Governance (OAG), and related systems. The Technical Project Lead will coordinate development efforts, ensure accessibility and security compliance, guide testing and go-live activities, and provide technical mentorship and knowledge transfer to State IT teams.
Leadership & Oversight
· Act as the primary technical lead for MNIT’s LoginMN IAM modernization initiative.
· Coordinate design, testing, and deployment efforts across Azure B2C, Entra External ID, and Oracle OAG systems.
· Serve as the main liaison between the vendor team and MNIT stakeholders, ensuring project goals, timelines, and deliverables are met.
· Oversee technical documentation, knowledge transfer, and post go-live support.
Architecture & Design
· Lead the migration from Azure B2C to Azure Entra External ID, ensuring minimal disruption to user experience and performance.
· Develop and optimize Azure B2C custom policies, authentication flows, and user journeys.
· Design and integrate new features such as multi-organization authorization, multilingual support, and passkey authentication.
· Ensure solutions align with State security, scalability, and accessibility standards.
Development & Integration
· Oversee updates and enhancements to .NET/C# applications, APIs, and identity workflows.
· Collaborate with front-end developers to implement accessibility-compliant (WCAG/ADA) UI components for the delegated admin console and app launcher.
· Implement Azure API Management and Azure Front Door configurations for secure and performant service delivery.
· Integrate and manage fraud detection using Socure and identity verification services.
Testing & Quality Assurance
· Direct functional, automation, and load testing of Azure B2C and partner tenant environments.
· Validate performance benchmarks and end-to-end user journeys across environments.
Support UAT, go-live readiness, and post-deployment stabilization.
Governance, Security, and Compliance
· Ensure adherence to OIDC/OAuth2 and claims-based identity standards.
· Work with MNIT and vendor security teams to enforce Zero Trust and data protection principles.
· Implement WAF rule updates, manage API security, and maintain compliance with state IT accessibility requirements.
· Five (5) years’ experience in Azure B2C Senior development
· Two (2) engagements or projects lasting more than six (6) months in Azure B2C development
· 5+ years C#/.NET experience
· 5+ years writing web-facing services and APIs
· 5+ year front-end development (HTML, CSS, Javascript)
· 5+ year experience working with Azure services
· 5+ year mobile development (Xamarin / Android / IOS)
· Familiarity with claims-based identity (WIF/OIDC/OAuth), and access management constructs
