How YOU will make a Difference:

This role brings together technical leadership, thoughtful planning, and strong cross‑team collaboration. As a Technical Program Manager, you guide complex initiatives from concept to completion to shaping clear roadmaps, defining meaningful milestones, and ensuring every technical decision supports long‑term scalability and compliance. You work closely with engineers to design systems that truly meet HMA’s needs, while keeping communication flowing smoothly between technical teams, business partners, vendors, and regulatory groups.

HMA's Tech Stack

Regardless of level, all candidates are expected to have familiarity or expertise with the following: 

·       Care Management: CaseTrakker for utilization management and clinical workflows. 

·       CRM & Engagement: Microsoft Dynamics 365 for member and provider services. 

·       Roadmap & Strategy: Aha! for roadmap, reporting and dashboards. 

·       Delivery Management: Azure DevOps (ADO) for backlog management, pipelines, and reporting. 

What YOU will do:

At Level 1, you are responsible for the tactical execution of specific technical initiatives. You work closely with engineering leads to ensure sprints are organized and blockers are removed. 

·       Agile Execution: Manage daily stand-ups, sprint planning, and retrospectives for a single dedicated development team using Azure DevOps. Ensure tickets are properly scoped and tagged. 

·       Tool Support: Act as the first point of contact for technical issues regarding CaseTrakker or Dynamics 365 workflows, triaging bugs to the appropriate engineering teams. 

·       Documentation: Maintain technical documentation and process flows for system updates. 

·       Release Coordination: Assist in the coordination of release schedules, ensuring that User Acceptance Testing (UAT) is completed and signed off before deployment. 

·       Reporting: Generate basic burn-down charts and velocity reports from ADO to track team progress against timelines. 

At Level 2, you manage complex programs that span multiple tools. You understand how data flows between systems and proactively manage the dependencies between the claims engine and the CRM. 

·       Integrated Program Management: Lead technical programs that require simultaneous updates to our claims system and Dynamics 365. Ensure APIs and data integrations are aligned across teams. 

·       Dependency Management: Identify and track critical path dependencies across programs. Resolve conflicts where resource availability clashes. 

·       Solution Architecture Support: Partner with Architects to define technical requirements. Translate business needs (e.g., "New Medicare Plan launch") into technical tasks across the ecosystem. 

·       Risk Mitigation: Proactively identify technical risks (e.g., legacy code refactoring need) and propose mitigation strategies to leadership. 

·       ADO Optimization: customize Azure DevOps boards, queries, and dashboards to provide real-time visibility into program health for stakeholders. 

As a level 3 Technical Program Manager, you own the technical roadmap. You are looking 6–12 months ahead, aligning IT strategy with organizational healthcare goals, and managing high-level relationships with software vendors. 

  • Leadership: Define and evolve program management standards, guide and assist program managers to meet standards. 
  • Programs Oversight: Manage the "Program of Programs." Balance resources across conflicting business priorities. 
  • Mentorship: Mentor Level 1 and 2 TPMs, establishing best practices for technical delivery and fostering a culture of engineering excellence. 
  • Strategic Roadmap: Define the long-term technical strategy for the internal toolset. Plan and execute system upgrades to keep up-to-date.  Coordinate dependencies to ensure system compatibility. 
  • Governance & Compliance: Establish the governance framework for how we use Azure DevOps across the enterprise. Ensure all technical solutions comply with HIPAA and security standards. 

Knowledge, Experience and Attributes:

  • Bachelor’s degree in Computer Science, Software Engineering, or a related technical field; advanced degrees (Master’s or MBA).
  • 5-7+ years of experience in technical program management, with a focus on delivering scalable technology solutions in healthcare or insurance sectors.
  • Proven expertise in managing health insurance platforms, data pipelines, and claims processing systems.
  • Hands-on experience with self-funded insurance models and associated technologies is highly preferred.
  • Proven ability to meet deadlines in a fast-paced, changing environment
  • Skilled at building relationships and moving projects forward with diverse audiences who have competing priorities
  • Strong problem-solving and analytical skills
  • Strong organization skills 
  • Strong leadership skills in keeping projects on schedule

Compensation:

The base salary range for this position in the greater Seattle area is $152,000-173,000 and varies dependent on geography, skills, experience, education, and other job or market-related factors. Performance-based incentive bonus(es) is available.
