IT Project Manager, Q Cleared

ABOUT THE ROLE

We are seeking an IT Project Manager with an active Q clearance or an active "top-Secret" clearance to join our team supporting the DOE's Y-12 National Security Complex! This position is full-time and will be based out of Oak Ridge, Tennessee.

Responsibilities

  • Manage multiple concurrent digital transformation/technical initiatives. The scope of such initiatives should have covered one or more of the following, preferably in a manufacturing environment: Technical and Physical Infrastructure modernization, Wireless and Networking Capabilities, Cybersecurity and Tech Security compliance, Process Optimization platforms implementation, Enterprise Resource Planning systems like SAP, and Enterprise Data Ecosystems connected to disparate data sources including Operational Technology networks.

  • Handle a variety of scopes under the ambit of digital transformation, beyond the ones listed above

  • Advocate for customers and hold a self-directed mindset with demonstrated successes in delivering technology driven business transformation, run projects from cradle to grave, often in an ambiguous and fluid environment with evolving priorities and stakeholder influences.

  • Manage and leverage appropriate traditional as well as agile frameworks, cover requirements definition and business case justification; scope, cost, schedule, and performance management; risk management; stakeholder engagement and strategic communications; managing project documentation; and project close outs.

Specific Deliverables –

  • Manage day-to-day operational aspects of assigned projects.

  • Keep projects on track with time and budget and lead weekly integrated project team (IPT) meetings.

  • Create documentation and revise as appropriate: Business Case and Requirements, Project Management plans, Communication plans, Test Plans, Risk Mitigation plans, and other Project Management and planning documents.

  • Work within department and with business unit managers across company, as well as other project team members to achieve project completion.

  • Develop reports on cost, schedule, and performance, inputs to Senior Leadership briefings.

  • Assist with refinement and maintenance of the portfolio of digital transformation initiatives across the company.

Requirements

  • Education & Years of Experience – Bachelor’s Degree and 8+ years of relevant experience.

  • Citizenship – To be considered, you must be a United States (U.S.) citizen due to the federal nature of the work.

  • Clearance – To be considered, you must have an active or very recently active DOE “Q” Clearance or DoD “Top Secret” Clearance.

  • 8+ years of project management or similar experience (experience managing to deliverables and milestones) of overseeing Digital Transformation/technology projects.

  • Knowledge of Project Management methodologies.

  • Solid time management and analytical skills.

  • Skilled in conflict resolution, with an emphasis on active listening and collaboration.

  • Effective communication across various levels of the company.

  • Active Q Clearance or Active DoD "Top-Secret" clearance REQUIRED.

  • Must be local and reside within driving distance to NHC Y-12 (travel to the site is non-reimbursable).

Desired Skills

  • Working knowledge of Microsoft Project (DevOps or P6 experience is helpful).

  • Project Management Professional (PMP) certification preferred.

About the Site

The NNSA's Y-12 National Security Complex, in Oak Ridge, Tennessee, is the nation’s only source of enriched uranium nuclear weapon components and provides enriched uranium for the U.S. Navy as well as excels in materials science, precision manufacturing, and stores enriched uranium. Y-12 supports efforts to reduce nuclear proliferation risk and performs work for other government agencies (energy.gov).
