Position Summary

Dallas College was awarded the “Grow the Biotech Workforce in North Texas to Meet the Emerging Skills Needs via a Collaborative Partnership” grant from the United States Economic Development Administration. The funding period is from September 1, 2022, to December 31,2026. The purpose of the grant is to create a regional biotechnology training ecosystem to meet the current needs of North Texas employers while creating future employment opportunities for workers in resilient, high-demand, high-wage jobs. Dallas College, a majority-minority institution, and the largest community college in Texas will serve as the backbone organization for the sectoral partnership and, the North Central Texas Council of Governments will serve as the regional workforce training system. This position is grant funded and the under general supervision of the Project Director, EDA Biotech Grant, the Assistant Director serves as a liaison between key industry sector employers, directs, and manages career development services to assist all students, faculty, and employer partners in the development of career exploration, career identification and research, and pursuit of employment opportunities. The Assistant Director will also be responsible for managing the grant administrative work and making sure the reporting, compliance, and fiscal responsibilities for the grant are being conducted effectively throughout the grant project.

Required Knowledge, Skills, and Abilities

  • Knowledge of the purpose of community colleges and the vision of Dallas College.

  • Ability to collaborate at an elevated level; work with multiple stakeholders simultaneously, take ownership of various pieces of the job preparation and placement process.

  • Strong writing skills with the ability to draft memos, business correspondence, website content, and create tool kits.

  • Demonstrated success working with diverse communities.

  • Strong public speaking skills in a variety of venues and ability to inspire and motivate students and business partners.

  • Knowledge of federal grant guidelines and regulations and the ability to apply that knowledge to the grant project to manage the grant using the funder's support efficiently.

  • Ability to plan and execute the grant project administrative duties by working with the compliance team and the finance team on the budget and providing program staff support in managing documents, deadlines, and tracking the grant project goals.

Key Responsibilities

  • Analyze the local labor market to identify trends for specific industry sectors including their employment and business trends, desired skills and hiring requirements for a variety of entry and mid-level jobs, and career advancement opportunities.

  • Create marketing materials and make presentations to individual employers, industry trade associations, chambers of commerce, and other business groups about the ERC and potential job candidates.

  • Engage industry leaders and hiring gatekeepers to match job openings with students seeking employment.

  • Identify job classifications and/or career pathways that could be adapted to meet the skill levels of students as well as the employer.

  • Examine employer hiring practices and identify strategies for improving outreach and recruitment of qualified candidates.

  • Involve employers directly in the ERC through advisory groups, on-the-job training efforts, and employer appreciation events.

  • Advise Career Coaches on strategies to help students with job skills preparation including resumes, applications, interview training, hiring negotiations, and career advancement.

  • Deliver industry sector and job search workshops for employment-seeking students.

  • Develop employer outreach and work plans that result in the hiring of students, and track and report outcomes in Salesforce.

  • Lead data collection and reporting activities and coordinate with the sub-recipients / key grant partners.

  • Completes required Dallas College Professional Development training hours per academic year. 

  • Performs other duties as assigned.

Physical Requirements

Minimum Qualifications

  • Associate degree and six (6) years of related experience in business and or project management.

  • Three (3) years of experience working with CRM systems to guide economic development and workforce initiatives and decisions.

  • Two (2) years of experience in grant or project management.

  • Demonstrated successful experience developing strategic partnerships to support economic growth through employer engagement, data analysis, and application.

  • Demonstrated understanding and commitment to working across the community to create economic opportunities and living-wage jobs for underserved/marginalized populations.

  • Official transcript will be required. 

  • Bilingual preferred.
