Agency Description

The Office of Sustainability (OOS) reports to the Chief Deputy Mayor of Intergovernmental Affairs, Sustainability, and Engagement. OOS works with partners around the city to improve quality of life in all of Philadelphia neighborhoods through addressing environmental justice, reducing the city’s carbon emissions, and preparing Philadelphia for a hotter and wetter future. 

The City of Philadelphia’s Division of Energy and Climate Solutions (DECS), a part of OOS, manages energy supply and demand for city government operations, manages compliance with the benchmarking and building energy performance program ordinances, and develops city-wide policy in support of the city’s carbon neutrality goal. 

Job Description

Position Summary

The position reports to the Senior Manager, Procurement & Analytics and collaborates with other members of DECS, OOS, and additional partner departments and agencies. This is an opportunity to help solve complex problems, gain valuable experience in energy and facilities management, and contribute to the sustainability goals outlined in the city’s climate action playbook. This role will support city-wide compliance with the benchmarking ordinance by supporting water data requests. This role will also support municipal energy data management and compliance with required ordinances.

Essential Functions

  • Monitor the water benchmarking email account and answer any questions received.
  • Manage day-to-day issues with water utility bills and meters coordinating with facilities personnel when necessary.
  • Assist in managing the City’s energy management database, including bill upkeep and uploads, user training and major data changes.
  • Ensure data is accurate and work to apply solutions when it is not.
  • Track and analyze water use and costs at the facility and department level.
  • Track and verify savings of completed energy efficiency and conservation projects.
  • Provide external stakeholders with requested water utility data.
  • Support DECS staff in running reports, analyzing data, supporting energy conservation and efficiency programs, and office administrative items.
  • Support regular updates to municipal water utility portfolio to ensure data accuracy and efficiency
  • Work closely with the Senior Manager to support municipal building benchmarking and building energy performance policy (BEPP) compliance.

Required Competencies, Knowledge, Skills, and Abilities

  • Excellent written and verbal communication skills.
  • Willingness to ask questions and learn new skills
  • Strong organizational and analytical skills.
  • Ability to manipulate, analyze, and organize large data sets.
  • Knowledge of or experience with building science
  • Experience with Microsoft Excel.
  • Comfortable and effective working both independently and on teams.
  • Willingness to engage in and support the office’s racial equity and environmental justice work.

Qualifications

Two years of experience in energy management, utilities, or other relevant experience. Each year of relevant post-secondary education will be counted toward experience.

Preferred Qualifications

  • LEED Green Associate credential.
  • Familiarity with energy systems.
  • Knowledge of new and emerging trends in the area of energy efficiency and energy management.
  • Familiarity with racial equity and environmental justice issues.
  • Familiarity with Microsoft Office Excel

Salary Range: $47,000 - $58,000
