ABOUT THE CAMPAIGN FINANCE BOARD

The New York City Campaign Finance Board manages New York City’s small donor democracy program and educates and engages voters via NYC Votes. The CFB has enjoyed a tremendous arc of progress over its 30-year history, and our updated flagship small donor democracy program is the centerpiece of this progress.

We eliminate barriers to participation by providing access to the resources New Yorkers need to vote or run for office and amplify the voices of small donors with New York City’s small donor democracy program.

ABOUT THE DEPARTMENT

The Public Affairs division promotes the agency’s key role in equipping all candidates and voters to power a fairer and more open democracy in New York City. We engage New Yorkers, inform them about elections, and boost their civic participation in the democratic process. Within Public Affairs, the Partnerships and Outreach unit works to build partnerships across the city to disseminate voting information, deliver accessible voter education, and conduct direct to voter outreach. The intention of this team’s work is to create pathways for all New Yorkers to gain trustworthy and accessible information and education around voting and democracy. Only then can we authentically increase civic participation and mobilize our communities beyond just voting.

JOB DESCRIPTION

In the 2021 NYC Mayoral Election, only 11.1% of New Yorkers aged 18-29 turned out to vote. In the Bronx, only 4% of eligible 16 and 17-year olds are pre-registered to vote. NYC Votes seeks to increase civic participation among young New Yorkers through the implementation of our flagship NYC Votes Youth Ambassador Program.

The team is seeking a Youth Programs Coordinator who will focus on the internal facilitation and organization of our NYC Votes Youth Ambassador Program and NYC Votes-led programs. This role will play a critical role in enhancing our civic engagement education and empowerment training for youth across New York City, by supporting the implementation of the Youth Ambassador Program and other NYC Votes-led events. The Youth Programs Coordinator will work closely with both Campaign Finance Board staff to execute the Youth Ambassador Program and with community partners to deliver high-quality youth engagement programming.

The role will also support the Partnerships and Outreach team in building and maintaining strong internal systems to organize and track partnership development.

The Youth Programs Coordinator will work closely with the Youth Programs Manager on the Community Engagement and Education team to strengthen and support existing NYC Votes-led programming and work with Youth Ambassador and other key stakeholders to implement new education events. All programming is executed to increase youth-voter turnout. The Youth Programs Coordinator will be expected to travel independently across the five boroughs to deliver NYC Votes’ civic engagement curriculum to priority youth audiences.

They will be tasked with understanding, tracking, and meeting community needs through the provision of resources and materials, education delivery, event execution, among other engagement and education approaches. The Youth Programs Coordinator will also work closely with Public Affairs staff to assist in the overall development of resources and materials and coordination of services for voters of all ages

We are seeking a candidate that is curious about our work and driven to learn. Candidates should have a strong interest in politics, democracy, social justice, or community organizing. Experience working directly with young New Yorkers, especially in a classroom setting, is a huge bonus. Prior experience working on political campaigns is not required.

RESPONSIBILITIES

Relationship Management

- Research and identify new and existing partner organizations including city agencies, high schools, community-based organizations (CBOs), nonprofits, and advocacy groups to expand NYC Votes’ outreach.

- Become familiar with NYC Public Schools and build partnerships with teachers, staff, students, and administrators, with focus on schools in priority zip codes.

- Develop and implement a tailored partnership building plan to deliver NYC Votes content and material in public schools based on partnership criteria, demographics, and barriers faced.

- Serve as the primary relationship manager between individual NYC Public Schools, as well as, other organizations that serve high-school aged youth and the Campaign Finance Board.

- Manage material requests and distribution to high schools and teachers, and ensure NYC Votes printed materials and toolkits are widely available at all NYC Public Schools before every election.

- Manage Partner accounts and contacts in internal database.

- Incorporate new learnings regarding partners and college-aged voters into the overall team and division strategy.

Trainings, Workshops, and Education Programs

- Develop relevant educational content that encourages use and understanding of accessibility tools, civic engagement, and voter participation for NYC high school students, staff, and administrators.

- Plan community conversations, training, and workshops both virtually and in-person for NYC high school students, staff, and administrators.

- Work closely with high schools to improve NYC Votes education content and delivery, providing accessible tools like print and downloadable materials.

- Deliver education based on audience needs which may include various formats depending on trust, safety, engagement-level, and other aspects of the audience (conversation circles, presentations, classroom-style activities, etc.)

- Ensure education is delivered in an accessible way by working with the Project Management and Operations Team to secure access and purchase necessary learning materials.

- Create experiential engagement programming and other creative forms of community engagement.

- Travel to sites across the city to deliver education, distribute materials and resources, and participate in community events.

- Analyze and incorporate feedback in collaboration with partners to promote continuous improvement of education content and delivery.

- Represent the CFB and NYC Votes at public events.

ESSENTIAL KNOWLEDGE, SKILLS, ABILITIES & OTHER BEHAVIORS (KSAOs)

Knowledge

- Major in relevant field such as: Political Science, Community Organizing, English, Journalism, Ethnic or Cultural Studies, Social Work, Public Administration, etc.

- Understanding or experience with New York City systems such as libraries, public schools, criminal legal system, etc.

- Knowledge or experience working in New York City public schools, with preference for working with high schools.

- Interest in New York City politics and/or social justice. Basic knowledge of the voting process and local government.

- Experience working directly with young New Yorkers or in NYC public skills strongly preferred.

Skills

- Excellent public speaking and facilitation skills are essential to this role. Candidates should feel comfortable and confident teaching a lesson or presenting to a large audience.

- Can clearly communicate with partners and stakeholders and build authentic relationships rooted in trust and understanding.

- Demonstrated strong organizational skills. Can follow procedure and neatly track metrics.

- Proficient with Microsoft Suite

Abilities

- Willingness to ask questions and learn on the job

- Can engage in public speaking and community education

- Can travel independently to events across New York City, often outside of regular work hours. This is necessary to participate in community events reaching out priority neighborhoods. Car service is provided by the office in certain circumstances.

PREFERRED QUALIFICATIONS

- Minimum 2 years of relevant experience

- Strong project management skills

- Experience organizing or facilitating presentations and workshops for diverse audiences

- Experience working with Microsoft Office Suite (e.g., Word, Excel, PowerPoint, Outlook, Publisher) and Google Suite.

- Willingness to travel independently to deliver presentations, participate in speaking engagements, etc. sometimes outside of regular working hours. Occasionally, travel to areas in which public transportation may not be available.

- Pursuant to Department of Citywide Administrative Services Commissioner’s Directive No. 2020-2 (concerning the Recruitment of Personnel During the COVID-19 Crisis), New York City residency must be obtained within six months after Emergency Executive Order No. 98 is rescinded. If that time period has passed, residency must be obtained within 90 days of the start date.

Qualifications

MINIMUM QUALIFICATIONS:

A bachelor’s degree from an accredited college including or supplemented by at least twelve-semester credits (or the equivalent of twelve-semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field; or

A four-year high school diploma or its educational equivalent and five years of experience as described in “1” above; or
