Job Description

The Management Services Department supports public housing operations by overseeing lease enforcement activities and leading the implementation of key initiatives aimed at enhancing service delivery and strengthening NYCHA’s effectiveness as a landlord. The department is also responsible for the development and implementation of operational policies. The Senior Program Manager for Public Housing Policy will support the management and implementation of policies that cover tenancy administration, including occupancy, rent collection, rent calculation (Annual and Interim Recertifications), and terminations and grievances. Reporting to the Assistant Director for Public Housing Policy, the Senior Program Manager will be responsible for the following:

Duties include but are not limited to the following:

-Operational Policy Analysis & Development
Evaluate current public housing management policies and procedures particularly those related to tenancy administration to assess feasibility, efficiency, and risk. Provide evidence-based recommendations for improvement. Develop, revise, and implement operational policies and procedures that align with HUD regulations and public housing program requirements. Ensure that all materials reflect the most up-to-date federal, state, and local guidance.

-HUD Policy Analysis & Compliance Oversight
Interpret and apply HUD regulations (e.g., 24 CFR, PIH Notices, HUD handbooks) to NYCHA tenancy and property management operations. Identify compliance gaps, risks, and operational impacts of federal policy changes.

-Cross-Functional Collaboration
Partner with internal departments, including Property Management, Leased Housing, IT, and Legal, as well as external stakeholders, to gather input, assess impact, and ensure effective implementation of operational policies. Serve as a subject matter expert in NYCHA and federal housing regulations during interdepartmental projects

-Project Management & Implementation Support
Lead or support major initiatives related to policy rollouts and process enhancements. Conduct in-depth research, site visits, interviews, and data analyses to inform project planning and decision-making.

-Business Process Improvement
Design and maintain detailed documentation including workflows, business process diagrams, risk assessments, and business cases to support continuous improvement efforts.

-Strategic Planning & Execution
Support Management Services leadership in planning and executing initiatives that align with NYCHA’s strategic objectives, improve resident experience, and promote operational excellence. Support planning efforts to implement HUD policy initiatives, such HOTMA, or RAD conversions.

-Issue & Risk Management
Identify, assess, and mitigate risks related to policy implementation. Escalate critical issues as needed and contribute to the development of risk mitigation strategies.

-Training & Change Management
Develop training materials and job aids for front-line staff. Lead workshops, information sessions, and training programs to ensure staff are prepared to adopt new policies and practices. Collaborate with Learning & Development on policy and process training.

-System & Software Support
Participate in the testing and validation of new IT systems or enhancements related to tenancy and management services to ensure functionality aligns with operational needs and policy changes.

-Internal Communications
Draft policy memos, internal communications, training campaigns, and operational updates to ensure clear and consistent messaging across departments.

-Additional Duties
Perform other related tasks and special assignments as required in support of departmental and organizational goals.

ADMINISTRATIVE REAL PROPERTY M - 1004D

Qualifications

1. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time, progressively responsible experience in real property management, at least 18 months of which must have been in a managerial capacity involving the supervision of a large staff of property management agents and/or housing development specialists and requiring independent decision-making concerning program management or planning, allocation of resources and the scheduling and assignment of work. "Progressively responsible experience" must be demonstrated by a work history of promotions and/or assumption of increasingly responsible duties and assignments. Experience in building construction or renovation; management of residential, commercial, industrial, or waterfront properties, including both renting and operating; or site management in connection with housing or with reconstruction/rehabilitation projects; supervision of receivership, tenant relocation and anti-abandonment work in housing and other properties, and buildings owned, managed, to be acquired by the City, or at risk of being abandoned; or building maintenance will be accepted up to a maximum of three years toward meeting the general requirements; or

2. A baccalaureate degree from an accredited college and four years of experience described in "1" above, including eighteen months of experience in managerial capacity; or

3. A satisfactory combination of education and/or experience equivalent to "1" or "2" above. However, all candidates must have eighteen months of managerial experience. Education at an accredited college or university may be substituted for general work experience (but not for the 18 months of managerial experience described above) at the rate of 60 college semester credits for one year of acceptable experience up to a maximum of 4 years of college for 2 years of experience.

To be acceptable, experience in property management must have included both renting and operating the managed properties. Experience in renting must have included interviewing prospective tenants, qualifying tenants' income and background, and/or assuring that vacancies are ready for occupancy. Experience in operating must have included overseeing maintenance and repair of building operating systems, and overseeing staff to assure that necessary work is properly completed.

To be acceptable, experience in site management must have included on-site rental and maintenance of buildings.

To be acceptable, experience in relocation must have included negotiation with tenants to surrender leases for cash consideration or for an alternative site, and determining tenant eligibility for benefits.
