Job Description

ONLY PERMANENT EMPLOYEES IN THE TITLE AND THOSE THAT ARE REACHABLE ON THE PUBLIC HEALTH ADVISER (SCHOOL HEALTH) CIVIL SERVICE LIST ARE ELIGIBLE TO APPLY.

Division/Program Summary:
The Division of Family and Child Health, Office of School Health (OSH) Vision Program provides mandated vision screening services to Pre-K, kindergarten and first grade students throughout the five boroughs of New York City. The Vision Program is partnered with Warby Parker, a manufacturer and retailer of prescription eyeglasses. Warby Parker provides free eyeglass to students who fails the vision screenings.

Position Summary:
Under the direct supervision of the Regional Supervisor and/or Program Managers, with some latitude for independent judgment and initiative, the Public Health Advisor II will serve as a Vision Pre-K Team Leader supervising staff and travel throughout the 5 boroughs of New York City to conduct vision screening on students assigned to Public, Non-Public and Charter Schools.

Job Duties and Responsibilities:
- Schedule sites in collaboration with school administrators and nursing staff, to provide vision services for community-based early childhood centers and NYC schools.

- Contact optical providers to establish a working relationship with the Vision Program.
- Support screening team leaders in coordinating optometry services.
- Review screening teams monthly calendars and coordinate screening sessions with an optometrist.
- Notify screening team leaders and regional managers of changes to optometrist schedules.

- Supervise team members as they perform vision services. Observe and evaluate optical contracted vendors and team members’ screening efficiency through quality assurance and interactions with colleagues, students and school personnel.

- Distribute work assignments evenly and fairly across team members and assist with screening when necessary.
- Monitor team member's time and attendance and complete their annual Performance Evaluations.

- Meet with team members individually and/or as a group to provide feedback and address concerns as needed.
- Ensure screening team and optical vendors meets program goals and completes all mandated vision services for schools and/or early childhood education centers in their assigned geographic region.

- Check equipment daily to ensure it is functioning properly and submit requisition for repair, when necessary.
- Check screening data entered manually or imported from the SPOT device for accuracy.

- Prepare and submit team-level data reports to Regional Supervisor after the completion of each school or early childhood education center.
- Provide support with onboarding and conduct ongoing training with team members, including the explanation of Bureau of School Health policies and procedures.

- Assist in the planning and implementation of special projects as well as research specific areas/issues that will have an effect on the program and assist senior management with other assignments as necessary.
- Assist students with selecting proper eyeglass frames.

*City Wide travel and flexibility with location of assignment may be required based on programmatic needs.

PUBLIC HEALTH ADVISER (SCHOOL - 51195

Qualifications

1. A baccalaureate degree from an accredited college or university, including or supplemented by twelve semester credits in health education or in health, social or biological sciences; or

2. A baccalaureate degree from an accredited college or university, and six months of full-time satisfactory experience in a health promotion or disease intervention/prevention program, performing one or more of the following: interviewing, conducting field investigations, assessing health risks,
making referrals, or collecting and analyzing epidemiological data; or

3. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and four years of full-time satisfactory experience as described in “2” above; or

4. Education and/or experience equivalent to “1,” “2” or “3” above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time experience. However, all candidates must have a four-year high school diploma or its educational equivalent, and either twelve semester credits as described in “1” above or six months of experience as described in “2” above.

Additional Requirements
A. To be assigned to Assignment Level II, candidates must have, in addition to meeting the minimum qualification requirements listed above, at least one year of experience as a Public Health Adviser (School Health), Assignment Level I, or
at least one additional year of experience as described in Qualification Requirement 2 above.
