Job Description

The New York City Employees’ Retirement System (NYCERS) is seeking an LRP Program Director. NYCERS is undergoing a major transformational initiative that will enhance client service internal efficiency. The Legacy Replacement Project (LRP) will overhaul NYCERS’ legacy systems, processes and technologies, and transition them to modern solutions that align with the organization's objectives.
The LRP Program Director will work directly with the Systems Integrator and with NYCERS’ EPMO Director to align on strategy, governance, stakeholder engagement, collaboration and Program Benefits/Goals. Specifically, the successful candidate will:
- Oversee the daily Program activities, including 100+ members of the project team
- Engage and collaborate with all Program stakeholders and ensure that they are prepared and supported through the changes
- Ensure timely and effective communication of Program information
- Work with the Systems Integrator to plan, execute, monitor, and close program activities in adherence to timelines, budgets, quality standards and stakeholder engagement
- Interact with and provide direct instructions to LRP resources to ensure alignment with all planning and execution activities in a manner that inspires and guides the team, cultivating a collaborative and high-performing environment where skill gaps within the team are addressed by promoting learning and development opportunities.
- Uphold critical paths to achieve program goals and interact with vendors to ensure alignment with tasks and duration.
- Ensure the Program governance structures for oversight, feedback, and decision-making is effective, including:
o Chairing the LRP Steering Committee
o Defining the roles and responsibilities of governance bodies, including Steering Committees, advisory boards, and/or working groups
o Creating a decision-making structure that promotes accountability, engagement and oversight
- Serve as the main point of contact for stakeholders, providing updates and collecting feedback
- Resolve conflicts or challenges that arise throughout Program execution.
- Oversee Program risk and issues and work with the team to address risks, including organizational change, technical challenges and data migration issues.
- Regularly report on program status, risks and issues to key stakeholders, executive leadership and NYCERS Board of Trustees.
- Ensure ongoing improvement by assessing program outcomes, capturing lessons learned, and applying lessons forward
- Manage vendor relationships to ensure quality deliverables and compliance with project scope and timelines
- Collaborate with Program Leads to develop and execute organizational change management strategies that support user adoption of new systems and processes as well as NYCERS operational transition
- Work directly with the Systems Integrator to implement the strategic vision for the Program, focusing on clear business outcomes, ensuring alignment with organizational goals, successfully managing stakeholder expectations and supporting people through the changes
- Engage with the LRP Sponsor on all matters impacting the project including scope, budget, risk and resource management
- Work with the Systems Integrator to plan, execute, monitor and close all program activities, ensuring adherence to timelines and budgets
The Program Director will report directly to the Director of NYCERS’ Enterprise Project Management Office (EPMO) and will interact directly with the Executive Program Sponsor and Steering Committee.

Qualifications

1. A baccalaureate degree from an accredited college or university including or supplemented by 12 credits in mathematics, statistics, accounting, and/or actuarial science and four years of satisfactory full-time experience implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations, 18 months of which must have been in an administrative, managerial or executive capacity or supervising professionals implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations; or

2. An associate degree or 60 credits from an accredited college or university, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and six years of satisfactory full-time experience as indicated in “1”; or

3. Education and/or experience equivalent to “1” or “2” above. However, all candidates must have 60 credits from an accredited college or university, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and the 18 months of experience in a supervisory, administrative, managerial or executive capacity as described in “1” above.
