Job Description

APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE COMMUNITY RELATION SPECIALIST CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE.

Supportive/Affordable Housing and Services coordinates the development of supportive housing, master leasing, senior affordable housing and other related services. Staff work closely with other city agencies (OMB, HPD, DOHMH, DFTA, Health and Hospitals and others), State agencies (OMH, among others) and with community partners, such as housing and supportive services providers, to help develop and ensure that the types of housing and services provided to homeless, vulnerable and low-income New Yorkers are available and that knowledge and availability of these resources is shared across agencies.

The Office of Affordable/Supportive Housing and Services is recruiting for one (1) Administrative Community Relation Specialist NM III to function as Executive Director –Supportive Housing Re-rentals.

Under general direction of the Assistant Deputy Commissioner of Supportive Housing in the Office of Supportive/Affordable Housing with wide latitude for the exercise of independent judgment, initiative and decision making, the Executive Director of Supportive Housing Re-Rentals is responsible for overseeing and the operations of the Re-Rental Referral and Follow Up teams, they will also contribute to program planning.

- Work closely with the Assistant/Deputy Commissioner and other HRA executive staff to ensure that the overall goals and activities of the program are clear and confirm to the mandate of the agency and applicable government regulations. Establish program guidelines, goals and priorities for the referral and placement of the homeless clients into permanent housing; ensures compliance with all relevant codes, rules and regulations.

- Plan, administer and direct referral and placement of homeless individuals and families into a variety of programs which provide permanent supportive housing with comprehensive services with emphasis on the re-rental of existing supportive housing units. Resolves and addresses new needs and program delivery issues.

- Establish guidelines, criteria and goals for the unit. Prioritizes the allocation of available resources. Deliver on aggressive goals and targets, directing and guiding staff in designated program areas to meet expectations through the timely production of high-quality deliverables.

- Serve as program representative to senior level agency staff at HRA, HPD, DOHMH, ACS DYCD and NYS OMH and community-based organizations. Establish and maintains cooperative working relationships with all parties and designs modifications for service delivery to enhance placements for homeless clients.

- Prepare comprehensive statistical and analytical reports on supportive housing initiative milestones for the Commissioner and executive staff.

- Conduct regular meetings with program managers to ensure continuity of service; identify specific operational challenges in the short and long term and develops solutions. Establish procedures to increase the efficiency and effectiveness of new and existing programs.

- Work closely with other HRA departments on the design and implementation of technology improvements to the electronical referral and placement system (CAPS). Recommend process improvements to enhance the supportive housing experience for applicants.

- Plan and direct training activities for community-based organizations and other divisions within DSS/HRA/DHS to ensure the optimization of agency and community resources.

- Provide coverage and supervision for the Office of Supportive/Affordable Housing in the absence of the Assistant Deputy Commissioner. Provide emergency off-hour coverage as required.

Salary Range 72,876 -140,700

Work Location: 4 WTC

Hours/Schedule: 09:00 AM to 05:00 PM Flex

Qualifications

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.
